Kuwait refinery deal in limbo
August 12, 2008: State refiner Kuwait National Petroleum’s contract for the $15 billion Al Zour refinery has been obstructed by Kuwaiti polititians. According to them the tender process had violated the law. They also feel that the government should not have awarded US firm and project manager Fluor Corporation a separate contract for utility and offsite services without a tender.
A parliamentary committee has been probing some contracts awarded for the building of the 615,000 barrels per day refinery on the grounds that there were unsuccessful bids submitted at a lower cost. The deals include a package worth $4bn to build crude distillation units for Japan's JGC Corp and South Korea's GS Engineering and Construction Corporation.
