Orissa is arguably, the most mineral rich
state in India, yet it is one of
the most under developed/ backward state. It ranks eighth in the country on
account of total area and stands eleventh on population basis.
Orissa is a
resource rich state, abundance of mineral reserves, adequate water
resources, convenient transport through sea, road and railways,
conducive agro-climate regions. All these accounts for the most
favourite destination for project investments in the country. Since,
it is the darling of investors and attracted a handsome projects
investment in the current year.

Investment
According to the 24th Quarterly Survey of Projects Investment
conducted by ProjectsToday, the state is ranked 2nd in total outstanding
investment in the country. As of 30 September 2006, the state had 645 projects worth
a whopping Rs.2,45,835 crore in various stages of planning and implementation.
On one hand Orissa is among the few states in India where projects
investment by the private sector is more than that of the government agencies.
The projects ownership by the private sector was to the tune of Rs.1,90,425
crore,
while that of the government was 55,410 crore. On the other, the state suffers from a dismal projects
implementation ratio, as against the national average of 44.0 per cent,
Orissa’s implementation ratio stood at a poor 22.6 per cent.
