Mumbai Port Trust has yet again
extended the last date for bidding submitting technical and financial bids for
the offshore container terminal project. The new deadline -- the fourteenth in
the past two years -- is 9 October 2006. The extension follows delays in
completing the paperwork relating to Manila-based International Container
Terminal Services, the new bidding partner of Larsen & Toubro.
L&T roped in ICTS following
ministerial delays in granting security clearance to its original partner --
Hong Kong-based Hutchison Port Holdings. The Union government, in early August
2006, denied security clearance to HPH and also two other companies having
Chinese connections. It was this delay in deciding on giving clearances to
China-based companies that held up the Mumbai Port Trust offshore container
terminal project for over two years.
ICTS, it may be mentioned, has already
received the security clearance in 2004 whilst it was bidding for the
Vallarpadam international container terminal project in Kerala.
