Maharashtra government has approved the Maharashtra Shipbuilding, Ship Repair, and Ship Recycling Facility Development Policy 2025, aimed at enhancing the state’s maritime infrastructure, and stimulating growth through shipbuilding-related industries.
The policy, cleared in the recent Cabinet meeting with a Government Resolution (GR) issued on 16 May, 2025. Recognizing the maritime sector’s potential in generating employment, attracting investment, the state seeks to build foundational infrastructure and attract private participation. The policy complements the existing Maharashtra Maritime Development Policy 2023, which focuses on small port development, by specifically addressing shipbuilding and allied activities.
Maharashtra’s strategic location on India’s west coast gives it a logistical advantage for new vessel construction, ship repairs, and organised recycling of decommissioned ships. The initiative aligns with national goals under the Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047.
The policy introduces three development models: maritime shipyard clusters, standalone shipyards, and shipyard projects at ports - all encouraging private sector involvement. It also emphasises employment creation, SME promotion, R&D investments, and infrastructure expansion to build a robust, sustainable maritime economy.
