ONGC is looking forward to tying up with Infrastructure Leasing & Financial Services (IL&FS) in order to get land, environment, socio-economic and other clearances for its gas processing plant in Palghar, Maharashtra.
In May 2013, ONGC had announced plans for setting up an integrated gas processing plant, having a capacity of 10 million standard cu ft per day, and a combined cycle power plant of more than 2,000 MW capacity and a value-added product (VAP) plant.
The lean gas from the gas processing plant after extraction of the VAPs such as LPG, naphtha and methane-propane will be utilised for generation of power.
ONGC has already identified 760 ha of land spread across two villages: Kelva in Mahim and Pokrale in Palghar district. While around more than 300 ha of this land belongs to the Maharashtra government, the remaining land will have to be procured from private owners.
Also, the state government has set up a high-powered committee to expedite the land acquisition and other processes for this project.
With the help of IL&FS tie up, ONGC can conduct various studies about environmental and socio-economic impact, which are required for getting government clearances.
Financial closure for the project is yet to be achieved and is likely to come at a much later stage. The time frame for the project commencement has not yet been finalised.
