Orders & Contracts

In FY2025, a total of 11,533 contracts worth Rs 10,84,001.06 crore were awarded. Secured by 6,592 companies across various sectors, these contracts include both domestic and international projects. The 84 overseas contracts were won by Indian companies in 24 countries.

Indicating the government’s emphasis on executing high-value infrastructure projects, the 11,533 contracts include 238 mega project contracts (valued at Rs 1,000 crore or more). These contracts, with an aggregate value of Rs 6,50,093.48 crore, accounted for over 59 percent of the total contract value awarded in FY2025.

By Sectors

The Infrastructure sector, encompassing the Social and Transport sectors, dominated FY2025 contract awards, cornering around 60 percent of the total value. A total of 9,697 contracts were finalised in this sector, amounting to Rs 6,50,841.52 crore.

Within Infrastructure, key contributors included Real Estate, Telecom Services, Power Distribution, Roadways, Water, Sewage & Effluent Treatment, Hospitals, Railways, Community Services, and Berths & Jetties.

Orders & Contracts

In the Roadways sector, FY2025 witnessed the awarding of 2,578 contracts valued at Rs 2,55,843.35 crore, accounting for 23.60 percent of the total contracts finalised during the year. Maharashtra emerged as a focal point of activity, with the Maharashtra State Road Development Corporation (MSRDC) standing out as a major contributor. MSRDC secured 48 road-building contracts, collectively worth Rs 83,106.03 crore.

Prominent contracts awarded by MSRDC include:

1. Afcons Infrastructure: Awarded a Rs 2,849 crore contract for constructing the Nagpur-Gondia Access Controlled Super Communication Expressway (Package NG-02) in Maharashtra on an EPC basis.

2. Navayuga Engineering Co. secured a Rs 2,763 crore contract for building an 8.40 km access-controlled multi-modal corridor from Navghar to Balavali, spanning Vasai taluka (Palghar district) and Bhiwandi taluka, on an EPC basis.

3. Megha Engineering & Infrastructures bagged a Rs 2,756.86 crore contract for constructing the access-controlled Pune Ring Road (Packages PRR E3A & PRR E3B), connecting Chimbali–Solu–Lonikand in Khed and Haveli talukas of Pune district, on an EPC basis.

4. NCC was awarded a Rs 2,744 crore contract for Package NG-03 of the Nagpur-Gondia Super Communication Expressway project on an EPC basis.

Another significant tranche of 229 contracts, collectively valued at Rs 47,180.59 crore, was awarded by the National Highways Authority of India (NHAI) during FY2025. These contracts, forming a crucial part of India's expanding highway infrastructure, were spread across multiple states. Some of the notable contracts include:

1. G R Infraprojects was awarded a Rs 4,262.78 crore contract for the development of a 6-lane access-controlled Agra-Gwalior Greenfield Highway. The project stretches from design km 0.000 (near Deori village in Agra district) to design km 88.400 (near Susera village in Gwalior district), traversing Uttar Pradesh, Rajasthan, and Madhya Pradesh.

2. Krishna Constellation bagged a Rs 1,953 crore contract for the construction of a 4-lane section of the Pathalgaon-Kunkuri-CG/JH border of NH-43. This stretch, from Turua Ama village to Putrichoura village (design Ch. 00.000 to Ch. 104.250), is part of the Raipur-Dhanbad Economic Corridor under the Bharatmala Pariyojana in Chhattisgarh.

3. Brij Gopal Construction Co. secured a Rs 1,789 crore contract for the development of a 4-lane Economic Corridor from Chandrakona-Ghatal Road Crossing to Bowaichandi (Km 41.000 to Km 89.814 of NH-116A, Package-2) in West Bengal under the Hybrid Annuity Model (HAM).

4. Ashoka Buildcon was awarded a Rs 1,391 crore contract for the 4-lane development of NH-116A from Bowaichandi to Guskara-Katwa Road (Km 89.814 to Km 133.000, Package-3) in West Bengal, also under the HAM model.

5. Ceigall India received a Rs 1,299.2 crore contract for the construction of a 4/6 lane Southern Ayodhya Bypass, covering 32.172 km from km 5.000 to km 37.172 (linking NH-27 from km 112.540 to km 153.281) in Uttar Pradesh. This project is being developed under NHDP Phase-VII on a HAM basis.

Orders & Contracts

With large states like Rajasthan, Maharashtra, Gujarat, Karnataka, West Bengal, etc. opting for modernization of their power distribution infrastructure, the Power Distribution sector witnessed robust activity in FY2025 with the finalization of 617 new contracts amounting to Rs 1,08,757.22 crore.

One of the standout contracts in this sector was secured by Polaris Smart Metering, which bagged a Rs 2,246 crore deal from the West Bengal State Electricity Distribution Company (WBSEDCL). The contract involves the installation of 2.2 million smart meters across West Bengal under the Design-Build-Finance-Operate-Own-Transfer (DBFOOT) model-highlighting the state’s push toward smarter, tech-enabled energy infrastructure.

The Railways sector witnessed the finalisation of 288 new contracts, collectively valued at Rs 52,662.92 crore. This upward trend reflects the government's emphasis on enhancing rail connectivity, station redevelopment, and putting in place a modern urban transit system in the form of metro rails.

Among the key contracts awarded in this sector were:

1. H.G. Infra Engineering, in joint venture with DEC Infrastructure & Projects (India) bagged a Rs 2,195.68 crore contract from the Rail Land Development Authority (RLDA) for the redevelopment of New Delhi Railway Station and construction of associated infrastructure on an EPC basis.

2. Hindustan Construction Co., in joint venture with Tata Projects was awarded a Rs 2,190.9 crore contract by the Madhya Pradesh Metro Rail Corporation for the design and construction of twin tunnels (up and down) using shield TBM, along with cut and cover sections, cross passages (with or without sump), ramps, and seven underground stations as part of the Indore Metro Rail Project.

3. Gawar Construction secured a Rs 2,037.2 crore contract from the Mumbai Metropolitan Region Development Authority (MMRDA) for the design and construction of an elevated viaduct and 19 elevated stations for the Mumbai Metro Rail Project.

The Water & Sewerage Pipeline & Distribution sector experienced significant activity in FY2025, with 853 contracts finalised, amounting to a total value of Rs 45,252.86 crore. Apco Infratech secured a major contract worth Rs 3,213 crore from the Municipal Corporation of Greater Mumbai (MCGM) for the design and construction of a tertiary treated water conveyance tunnel. The project involves connecting the Ghatkopar Wastewater Treatment Facility (WwTF) to the Bhandup WwTF, extending further up to the Bhandup Complex under Package I in Mumbai.

Another mega contract in this sector was secured by Welspun Enterprises, valued at Rs 1,989.9 crore. Promoted by the MCGM, the project involves the design and construction of a tunnel from the Dharavi Wastewater Treatment Facility (WwTF) to the Ghatkopar WwTF.

The Other Community Services sector saw the finalisation of 1,447 new contracts in FY2025, amounting to a total value of Rs 42,422.16 crore, reflecting a steady push toward integrated urban development and public utility enhancements.

Among the key highlights, NCC bagged a major contract worth Rs 2,129.6 crore from the Andhra Pradesh Capital Region Development Authority (APCRDA). The contract involves the construction of roads, drains, water supply, sewerage, STP, utility ducts for power and ICT, reused water lines, and avenue plantation, all designed to be compatible with trunk infrastructure in layouts developed under land pooling schemes. The project covers the villages of Kuragallu, Nowluru, and Nidamarru in Zone-12 of Amaravati Capital City and is being executed on a Lump Sum Contract basis, including a 2-year Defect Liability Period (DLP).

In the Real Estate sector, FY2025 saw the awarding of 2,692 new contracts with a cumulative value of Rs 40,111.73 crore, highlighting continued momentum in urban development and housing initiatives across the country.

A key contract in this segment was secured by NBCC (India), which bagged a high-value project worth Rs 15,000 crore from the Srinagar Development Authority. The project involves the development of a satellite township spread across 406 acres at Rakh-e-Gund Akshah, Bemina, in Srinagar.

The Telecom Services sector recorded significant progress in FY2025 with the finalisation of 48 new project contracts amounting to a total of Rs 29,032.38 crore. These contracts reflect the government's push to expand digital infrastructure and enhance connectivity, especially in so far uncovered regions.

Key contracts in the sector include:

1. Rail Vikas Nigam Ltd. (RVNL), in consortium with HFCL and ATS, secured a major Rs 5,008.2 crore contract from Bharat Sanchar Nigam Ltd. (BSNL). The project involves the design, supply, construction, installation, upgradation, and operation & maintenance of the middle mile network of BharatNet in Uttar Pradesh, aimed at strengthening rural broadband connectivity.

2. NCC was awarded a contract worth Rs 4,189.05 crore for the design, supply, construction, installation, upgradation, and O&M of the middle mile network of BharatNet in Madhya Pradesh and the Union Territories of Dadra & Nagar Haveli and Daman & Diu.

3. Bharti Airtel awarded a strategic contract to Nokia and Qualcomm for the expansion of 5G Fixed Wireless Access (FWA) and Wi-Fi solutions. This collaboration is set to accelerate high-speed internet access across India, focusing on both urban and rural coverage as part of the country's digital transformation agenda.

The Hospital sector witnessed the finalisation of 295 new project contracts in FY2025, collectively valued at Rs 21,603.75 crore. NCC bagged a major contract worth Rs 2,462 crore from the Municipal Corporation of Greater Mumbai (MCGM) for the redevelopment of Lokmanya Tilak Municipal General (LTMG) Hospital. The project will be executed on an EPC (Engineering, Procurement, & Construction) basis at Plot No. 6, PT FN Ward, Sion (East), Mumbai.

In the Water, Sewage & Effluent Treatment sector, a total of 113 project contracts were awarded to execute the job with an aggregate value of Rs 15,963.5 crore. Kalpataru Projects International secured a notable contract worth Rs 1,546 crore from the Punjab Municipal Infrastructure Development Company for a major urban water infrastructure project in Ludhiana, Punjab. The scope of work includes the Design, Build, and Operation (DBO) of a 580 MLD (Million Litres per Day) Water Treatment Plant (WTP), along with the development of the associated transmission network and Overhead Service Reservoirs (OHSRs).

In FY2025, project-related orders in the Electricity sector accounted for a high 17.29 percent of the total contracts awarded, with 458 contracts amounting to a substantial Rs 1,87,526.44 crore. This surge reflects the government's emphasis on increasing the non-conventional power capacity by encouraging Solar, Wind and Hydel power projects.

The Coal/Lignite-based Power segment, in particular, was a major contributor, witnessing the finalisation of 110 new contracts worth Rs 1,35,745.97 crore. Some of the prominent contracts in this space include:

1. Larsen & Toubro (L&T) bagged a Rs 16,343.72 crore contract from NTPC for the main plant package of Nabinagar Super Thermal Power Project (STPP) Stage-II (3x800 MW).

2. Bharat Heavy Electricals Limited (BHEL) secured a Rs 16,032.2 crore contract, also from NTPC, for the main plant package of Telangana STPP Stage-II (3x800 MW).

3. BHEL further bagged an EPC package worth Rs 13,300 crore from Damodar Valley Corporation for the 2x800 MW Koderma Thermal Power Station Phase-II project, located in Koderma district, Jharkhand.

The Solar-based Power sector continued its upward march in FY2025, with the finalisation of 252 new contracts totaling Rs 32,294.75 crore, highlighting the country’s ongoing transition towards clean and renewable energy sources.

A key highlight in this segment was the contract awarded to Zetwerk Manufacturing Businesses, which secured a major order from NTPC for the production and supply of 1,515 MWp (megawatt peak) of ALMM-compliant solar photovoltaic modules. This order includes:

  • Mandatory spares to ensure project longevity and operational efficiency
  • Supplies for the 1,200 MW Khavda Solar Project in Gujarat, one of India’s largest utility-scale solar power developments.

The Nuclear-Based Power sector saw the finalisation of three new contracts in FY2025, with a cumulative order value of Rs 12,843.58 crore. The most significant among these was awarded to Megha Engineering & Infrastructures, which bagged a Rs 12,799.92 crore contract from the Nuclear Power Corporation of India (NPCIL) for Nuclear Island Mega EPC Package (NIMEP) for Kaiga- 5 and 6 Project.

The Hydel-based Power sector witnessed the finalisation of 44 contracts with a total value of Rs 6,013.76 crore. Hindustan Construction Co., in joint venture with Tata Projects, secured a significant contract valued at Rs 2,470 crore from Tata Power Company for the development of the Bhivpuri Off-Stream Open-Loop Pumped Storage Project (PSP) 1000 MW (2x333 MW + 2x167 MW) located at Karjat, Maharashtra.

In the Manufacturing sector, 726 project contracts valued at Rs 1,40,220.74 crore were awarded. The sector accounted for 12.93 percent of the total contracts awarded during FY2025.

In the Aircraft sector, 14 project contracts were awarded in FY2025, with a cumulative value of Rs 80,940.47 crore, reflecting a strong emphasis on strengthening India’s aerospace and defense manufacturing capabilities.

A standout achievement in this sector was by Hindustan Aeronautics Limited (HAL), which secured a high-ticket contract worth Rs 62,700 crore for the supply of 156 Light Combat Helicopters (LCH), Prachand. The details include:

  • Indian Army: 90 helicopters
  • Indian Air Force: 66 helicopters
  • The contract also covers training and associated equipment

The Railway Wagon & Equipment sector saw the finalisation of 66 new contracts in FY2025, with a cumulative value of Rs 15,548.53 crore. A major contract in this sector was awarded to BEML, valued at Rs 3,658 crore, from Chennai Metro Rail. The scope of the contract includes design, manufacture, supply, testing, commissioning, training of personnel and comprehensive maintenance contract of 15 years of standard gauge metro rolling stock (electrical multiple units) and depot machinery & plant.

In the Arms & Ammunitions sector, 11 contracts worth Rs 11,719.63 crore were finalised. Bharat Dynamics bagged a contract from Ministry of Defence for supply of armaments to Indian Armed forces.

In FY2025, the Irrigation sector experienced significant momentum, with 528 contracts finalised, amounting to a total order value of Rs 61,348.96 crore. This reflects the government's continued focus on enhancing water resource infrastructure to boost agricultural productivity and ensure water security.

Some of the major contracts awarded include:

1. Megha Engineering & Infrastructures secured a contract worth Rs 5,205.44 crore from the Eastern Rajasthan Canal Project Corporation for the construction of a pump house with intake at Mez Anycut, rising main, delivery cistern, tunnel, and feeder drain up to the submergence of the Galwa Dam. The scope also includes head works at Galwa, feeder up to Isarda submergence, modification of the Galwa River, and construction of a pump house on the bank of the Galwa River. The project, awarded on a Hybrid Annuity Model, also covers operations and maintenance (O&M) for 10 years in the Bundi and Tonk districts of Rajasthan.

2. HES Infra bagged a Rs 3,700.89 crore contract from the Water Resources Department, Madhya Pradesh, for the construction of the Sitapur-Hanumana Irrigation Project. The project includes the Beerbal Barrage and a pressurized pipe irrigation network (hose system), to be executed on a turnkey basis.

3. NCC was awarded a Rs 3,389.49 crore contract for the planning, design, engineering, and hydro-mechanical works of the Daudhan Dam under the Ken-Betwa Link Project. The project will be executed on an Engineering, Procurement, and Construction (EPC) basis.

4. Megha Engineering & Infrastructures also secured a separate Rs 2,872.39 crore contract from the Eastern Rajasthan Canal Project Corporation for the construction of Ramgarh Barrage, Mahalpur Barrage, Navnera Pump House, rising main up to the delivery cistern, and associated O&M for 10 years. This project, awarded on the Hybrid Annuity Model, will be implemented in the Baran and Kota districts of Rajasthan.

Projects-related orders in the Mining sector accounted for 4.06 percent of the total project awards during FY2025, with 124 contracts finalized, totaling Rs 44,063.39 crore.

Within the mining segment, the Coal sector saw the finalisation of 68 contracts, primarily for development and mine operations, amounting to Rs 27,404.72 crore. Some of the major contracts awarded include:

1. TMC Mineral Resources secured a mega-value contract worth Rs 7,040.8 crore from South Eastern Coalfields Ltd (SECL) for setting up Paste Fill/Backfill or other suitable technologies integrated with Mass Production/Continuous Cutting Technology at the Singhali UG Mines in the Korba Area. The project will be executed on a Build, Own, Operate (BOO) basis.

2. Nilkanth Infra Mining was awarded a Rs 4,360.4 crore contract by SECL for composite mining operations at Amad OCP in the Jamuna Kotma Area. The work includes overburden removal, coal cutting using Surface Miner technology, loading, and transportation of coal.

3. Kalinga Commercial bagged a Rs 3,463.09 crore contract from Mahanadi Coalfields Ltd (MCL) for overburden removal and transportation services at the Integrated Lakhanpur-Belpahar-Lilari Project in the Lakhanpur Area.

4. Nilkanth Infra Mining also secured another significant contract worth Rs 2,547.77 crore from Central Coalfields Ltd (CCL) for the hiring of Heavy Earth Moving Machinery (HEMM). The scope involves the removal of 150.67 million cubic meters (MCum) of overburden (including re-handled OB) and the extraction and transportation of 47.47 mln. tonne (MTe) of coal to Kuju New Siding and Kedla Washery.

In the Petroleum, Oil, and Gas sector, a total of 44 project contracts were awarded during the period, with a combined value of Rs 12,693.81 crore. A key contract in this sector was secured by Mazagon Dock Shipbuilders, valued at Rs 4,676.32 crore, from the Oil & Natural Gas Corporation (ONGC). The project involves the development of wellhead platforms and associated pipeline infrastructure under the DSF-II initiative and will be executed on a reimbursable EPC (Engineering, Procurement, and Construction) basis, following the Open Book Estimate (OBE) model.

In the Copper Ore sector, three project contracts were awarded, collectively worth Rs 2,891 crore. Of these, South West Mining secured a major contract valued at Rs 2,700 crore from Hindustan Copper. The scope includes the re-opening and expansion of the Rakha Copper Mine, the development of a new underground mine at Chapri, and the commissioning of a new concentrator plant. The contract will be executed under the Mine Developer-cum-Operator (MDO) model for 20 years, extendable by an additional 10 years.

Top States

Among the states, Maharashtra emerged as the front-runner in FY2025 by finalising 3,009 project contracts worth a staggering Rs 2,65,834.38 crore. Madhya Pradesh came in second position with 558 contracts amounting to Rs 68,442.12 crore, followed by Uttar Pradesh at the third place with a cumulative contract value of Rs 56,879.96 crore. Rajasthan ranked fourth with contracts worth Rs 55,080.21 crore, while Gujarat rounded out the top five, finalising 851 work orders valued at Rs 42,441.08 crore.

Awarder & Awardees

The Ministry of Defence led the list of top contract awarders in FY2025, awarding 15 contracts with a total value of Rs 87,329.29 crore. It was followed by the Maharashtra State Road Development Corporation (MSRDC), which awarded 51 contracts worth Rs 83,119.99 crore, and NTPC, which finalised 89 contracts amounting to Rs 58,703.05 crore.

On the awardees’ side, out of 6,592 firms that collectively secured 11,533 project contracts, NBCC (India) emerged as the most successful, bagging 90 contracts, followed closely by Larsen & Toubro, which secured 65 contracts.

Overseas Contracts

Indian companies continued to strengthen their global presence by securing 84 overseas contracts across diverse sectors such as Power Distribution, Articles of Iron & Steel, Water, Sewage & Effluent Treatment, Railways, and more. These contracts were awarded in 24 countries, including Saudi Arabia, Oman, the USA, and Bangladesh, highlighting India's growing expertise in international infrastructure development.

Some of the major overseas contracts include:

1. Va Tech Wabag secured a significant contract worth Rs 3,251 crore from Al Haer Environmental Services for the engineering, procurement, and construction (EPC) of a 200 MLD Independent Sewage Treatment Plant in Riyadh, Saudi Arabia.

2. Larsen & Toubro (L&T) bagged an ultra-mega offshore contract for the North Field Production Sustainability Offshore Compression Project (NFPS COMP 4), further solidifying its position in the oil & gas sector.

3. Larsen & Toubro (L&T) also secured a contract to build two gigawatt-scale Solar PV plants in the Middle East with a combined capacity of 3.5 GW. The scope includes grid interconnections, pooling substations, and overhead transmission lines.
