Brisk Project Tendering in FY2025

Despite the prolonged general elections in the month of May 2024 and a few state elections, the fiscal year FY2025 saw brisk project tendering. In FY2025, a total of 1,28,419 project tenders worth Rs 15,92,954.44 crore were announced. This included 167 mega-value (Rs 1,000 crore and above) tenders together worth Rs 3,17,869.76 crore.

One of the most prominent tenders of FY2025 was issued by the NHPC for the construction of the main dam, including the coffer dam of the Dibang Multipurpose Project in Arunachal Pradesh. NHPC is setting up a 2,880 MW Hydel power project. The aggregate value of the tenders was Rs 14,807.08 crore.

Another significant tender of FY2025 was issued by the National Highways Authority of India (NHAI) for development of 8-lane elevated flyover at tier-1 on single pier including upgradation of existing road to 4/6 lane with 2 lane service road on both sides of Nashik Phata to Khed (km 12.190 to km 42.113) section of National Highway (NH)-60 in the state of Maharashtra on BOT (Toll) Mode. The aggregate value of the tenders was Rs 7,434.33 crore.

By Ownership

The State government agencies issued 94,874 tenders worth Rs 10,06,276.83 crore and accounted for 63.17 percent of the total tenders issued during the FY2025. On the other hand, the Central government issued 32,035 tenders for various project-related works worth Rs 5,80,036.44 crore.

The private sector had a limited role in tender issuance, contributing just 0.42% of the total value. It issued 1,510 tenders worth Rs 6,641.17 crore.

By Sectors

The Roadways sector saw issuance of 37,473 tenders worth Rs 5,14,432.08 crore in the FY2025. Another most notable tender in this sector was floated by the Maharashtra State Infrastructure Devp. Corpn. (MSIDC) for construction of 6-lane elevated highway corridor along with improvement of existing road from km 10.600 to km 64.000 (Section Pune to Shirur of NH-753F minimum design length 53.40 km) in the state of Maharashtra on DBFOT (Toll) Mode. The aggregate value of the tenders was Rs 5,992 crore. In FY2025, MSIDC has invited 49 tenders worth Rs 9,494.22 crore.

In total, the highway-building agency NHAI floated 2,665 tenders with an aggregate value of Rs 1,86,867.24 crore. The MoRTH floated 1,212 tenders worth Rs 50,033.4 crore, while the RWD, Bihar, issued 816 tenders valued at Rs 16,480.95 crore.

The mega tenders invited by key agencies include the following;

The National Highways Authority of India invited tender for widening and improvement Of four lane Of Kalibor-numaligarh section of NH-37 (new Nh-715) from Ch.315.315 to km.400.900 including implementation of Wildlife friendly measures proposed On Kaziranga National Park stretch in Assam on Hybrid Annuity Mode (HAM). The estimated value of tender was Rs 5,066.14 crore.

Government of India, Ministry of Road Transport & Highways invited Requests for Proposal (RFPs) for the construction of the four-lane Jaunpur Bypass from km 80.220 to km 107.780 (total length 27.56 km) of NH-135A Package-I of Jaunpur-Akbarpur Section in the State of Uttar Pradesh on HAM Mode. The aggregate value of tender is Rs 979.95 crore.

Tenders

The Community Services sector ranked second, with 38,001 tenders worth Rs 2,23,889.20 crore during FY2025. The most notable tender in this sector was floated by the CPWD for the construction of common central secretariat buildings 6 & 7 in Plot No. 22B & C, Maulana Azad Road, New Delhi. The estimated value of the work is Rs 2,194.27 crore.

AP Capital Region Development Authority invited nine tenders total worth Rs 10,719.28 crore for construction of roads, drains, water supply, sewerage, utility ducts for power and ICT, reuse waterline and Avenue plantation, compatible with trunk infrastructures in layouts in various locations of in Amaravati Capital City in Andhra Pradesh on Lump sum contract.

The Roads & Buildings Department of Telangana invited bids for the construction of a new high court building at Rajendranagar in the Hyderabad district of Telangana. The estimated value of work is Rs 1,443.74 crore.

The Railways sector floated 7,741 tenders worth Rs 1,54,978.97 crore during the FY2025. The most notable tender in this sector was floated by the Rail Land Development Authority (RLDA) for the redevelopment of New Delhi Railway Station and construction of associated Infrastructure on EPC mode. The estimated value of the work is Rs 2,469 crore.

Rail Vikas Nigam Ltd. Invited tenders worth Rs 2,160.85 crore for construction of roadbed, minor bridges, buildings, installation of track and other civil engineering and general electrical works in connection with new BG railway line between Pipaliya Nankar (excl.) - Budni (incl.) stations from Ch 57.40 to 129 km (Package 1B) from Ch 129.00 to 198.00 km (Package 1C) in Indore-Budni section of Bhopal division West Central Railway in the state of Madhya Pradesh.

The Water Supply sector saw the publishing of 14,690 tenders worth Rs 1,53,928.38 crore during FY2025. Hyderabad Metropolitan Water Supply & Sewerage Board issued a tender worth Rs 3,225.47 crore for manufacture, supply, lowering, laying, jointing, testing and commissioning of 3000 mm dia MS pumping main in two rows (10 TMC each) from Mallannasagar to Ghanpur, construction of pump house, electro mechanical equipment, transformers, substation at Mallannasagar & construction of 1170 MLD capacity WTP, 40 ML clear water reservoir cum pump house, electro mechanical equipment, transformers, at Ghanpur including manning, operation and maintenance of project for 10 years for Drinking Water Supply Project Phase-II & Phase-III and filling of Osmansagar & Himayathsagar Reservoirs for Rejuvenation of Musi River in Telangan under Hybrid Annuity Mode of contract Package-I.

In the Power Distribution sector, 7,507 tenders floated worth Rs 1,28,588.58 crore. The Jodhpur Vidyut Vitran Nigam Ltd. invited 19 tenders worth Rs 11,586.71 crore for the development of distribution infrastructure for feeder segregation work, the development of decentralized solar power plant & metering, billing and collection of all connected consumers under RDSS scheme in various circles in the state of Rajasthan.

In all, the Irrigation sector saw floatation of 6,166 tenders worth Rs 1,18,572.98 crore during FY2025. Of the 6,166 tenders, two were noteworthy. The Eastern Rajasthan Canal Project Corpn. issued a tender for the construction of a feeder system from Khura Chainpura to Jaisamand Alwar, including all components with its O&M for 20 years in Rajasthan on Hybrid Annuity Model (ERCP-09-TF-7A). The aggregate value of the works is Rs 4230 crore.

Another mega tender was invited by the Water Resources Department, Madhya Pradesh, for construction of pressurized pipe irrigation network of Ken Betwa Link Canal canal in 5 packages. The aggregate value of work is Rs 7,708.97 crore.

In the Coal sector, 400 tenders worth Rs 6,405.38 crore were issued during the FY2025. The most notable tender in this sector was floated by Central Coalfields for planning, design, engineering, construction, fabrication, erection, supply, installation, testing, trial run and commissioning coal handling plant (51.0 MTY), at Magadh OCP consisting of all civil, structural, electrical and mechanical works and all other accessories and facilities required to make it complete in all respects on turnkey basis and operation & maintenance of plant for five years. The estimated value of the work is Rs 2,469 crore.

Reflecting the ongoing project investment trends in the Electricity sector, the Solar based power sector dominated the tendering activity in the Electricity sector. Of the total 2,239 project tenders worth Rs 81,751.83 crore floated in the Electricity sector, 1,513 tenders (Rs 54,143.53 crore) were found in the Solar power sector. This sub-sector accounted for 66.23 percent of the total tender value floated in the Electricity sector in FY2025. Further, almost 75 percent of the total tender value was issued in two states - Rajasthan and Karnataka. Of this, Rajasthan accounted for 58.43 percent.

Apart from the Rs 14,807.08 crore mega tender by NHPC to build a dam to feed its 2,880 MW Hydel power project at Dibang in Arunachal Pradesh, not many large tenders were seen in the Conventional power sector. In the Nuclear power sector, two mega projects of Nuclear Power Corpn. were noteworthy.

The Hydel Based Power sector saw the publishing of 123 tenders worth Rs 19,149.95 crore during FY2025. The second notable tender in this sector was invited by North Eastern Electric Power Corpn. Ltd. for the execution of Heo Hydro Electric Project (240 MW) in Shi Yomi District, Arunachal Pradesh. The estimated tender value is Rs 1,061.24 crore.

Majaor Consultancy Tenders

  • J & K State Cable Car Corpn. for preparation of bankable DPR and tender document for the Ropeway Project at Pahalgam from Yatri Niwas Near Bus Stand to Baisaran in Jammu & Kashmir.
  • UJVN for preparation of pre-feasibility cum detail project report (DPR) of Standalone Battery Energy Storage System (BESS) at various UJVNL substations near Hydro Plant in Uttarakhand.
  • Planning Department, Uttar Pradesh, for PMC work for the construction of a New District Prison with 1,051 capacity at district Bhadohi (Sant Ravidasnagar) in Uttar Pradesh.
  • PWD, Arunachal Pradesh for engagement of consultants to provide project management consultancy (PMC) services for the construction of a football stadium at Itanagar Capital Region (ICR) in Papumpare district of Arunachal Pradesh.
  • NHPC for consultancy services for preparation of pre-feasibility reports (PFR) for two pumped storage projects in Maharashtra (Kalu PSP) and Tripura (Longthrai PSP).

By States

Among the states, the top 10 - Maharashtra, Rajasthan, Bihar, Karnataka, Uttar Pradesh, Gujarat, Madhya Pradesh, Telangana, Andhra Pradesh & Tamil Nadu - accounted for 72.10 percent of the total project tenders issued across the country in FY2025.

Maharashtra topped the chart (in terms of tender value) with 16,518 tenders worth Rs 2,29,406.94 crore. Rajasthan grabbed the second position with 8,097 project tenders worth Rs 1,60,564.18 crore.

Bihar stood third with 10,476 tenders worth Rs 1,20,148 crore, followed by Karnataka with 8,605 work-related tenders worth Rs 1,16,540.61 crore.
