Brisk Project Tendering in FY2025

In Q1/FY26, a total of 24,191 project tenders worth Rs 3,56,576.78 crore were announced. Among these, 37 mega-value tenders (Rs 1,000 crore and above) collectively worth Rs 66,692.99 crore.

One of the most remarkable tenders of Q1/FY26 was issued by the Maharashtra Housing & Area Devp. Authority (MHADA) for the redevelopment of Kamathipura Cluster Lane 1 To 15, in Mumbai. The aggregate value of the tenders was Rs 7,083 crore.

In the Real Estate sector, 753 tenders worth Rs 20,352.27 crore were issued during Q1/FY26

Another significant tender was issued by the Bihar State Road Devp. Corpn. (BSRDCL) for the extension of J P Ganga Path Project from Digha-Sherpur-Koilwar Road in Bihar on Hybrid Annuity Mode (HAM). The aggregate value of the tenders was Rs 5,544.25 crore.

By Ownership

State government bodies emerged as the leading players in taking forward the capex activities by issuing the majority of the project tenders during Q1/FY26. They accounted for 73.19 per cent of the tenders floated and nearly three-fourths of the overall tender value in Q1/FY26, issuing 16,943 tenders worth Rs 2,60,336.52 crore. On the other hand, Central government agencies played a smaller role this quarter, by issuing 6,841 project tenders worth Rs 94,656.91 crore.

By Sectors

Among the major sectors, Services & Utilities (Infrastructure), Irrigation, and Electricity sectors remained frontrunners in tendering activities during the period.

The Infrastructure sector alone saw the issuance of 21,763 project tenders with an aggregate value of Rs 3,20,815.41 crore in the first quarter of FY26.

Within this sector, Roadways, Water & Sewerage, Pipeline & Distribution, Other Community Services, and Railways remained frontrunners during the quarter.

The Roadways sector saw issuance of 6,841 tenders worth Rs 1,02,230.15 crore in the first quarter.

The quarter saw the return of the National Highways Authority of India (NHAI) and the Ministry of Road Transport & Highways (MoRTH), with a number of high-value tenders being issued. In the previous quarter, their roles were somewhat subdued.

NHAI issued most notable tenders for the development of 4 lane Badvel to Nellore Highway from Badvel Gopavaram village on NH-67 (design Ch. 630.960) to Guruvindapudi village on NH-16 (Design Ch.739.094) in the state of Andhra Pradesh on Build-Operate-Transfer (Toll) mode. The estimated value of the work is Rs 2,841.38 crore.

Another mega tender issued by Madhya Pradesh Road Devp. Corpn. (MPRDCL) was for the development of Ujjain-Jaora access-controlled greenfield highway, including Ujjain spur connectivity as 4-lane with paved shoulder (Design length- 98.73 km) in Madhya Pradesh on Hybrid Annuity Mode. The aggregate value of the tenders is Rs 2,418.47 crore.

In all, NHAI published 608 road building tenders with an aggregate value of Rs 13,691.77 crore. Bihar State Road Devp. Corpn. issued tenders with an aggregate value of 10,506.36 crore and the Ministry of Road Transport & Highways (MoRTH) floated 211 tenders worth Rs 7,675.61 crore.

The Community Services sector secured the second position with 6,873 tenders worth Rs 59,895.44 crore during Q1/FY26. One of the most notable tenders in this sector was floated by the Andhra Pradesh Capital Region Development Authority (APCRDA) for the construction of an integrated Andhra Pradesh state secretariat & HoD offices (towers 1 to 4 & GAD tower) in Amaravati Government Complex, in Andhra Pradesh. The aggregate value of the tenders was Rs 3,514.54 crore.

Another notable tender in this sector was floated by the Government of India, Department of Atomic Energy, for engineering, procurement and construction of civil infrastructure and vacuum infrastructure for establishing LIGO India Observatory at Aundha in Hingoli district of Maharashtra. The estimated value of the work is Rs 1,600 crore.

The Railways sector floated 1,726 tenders amounting to Rs 39,466.12 crore during the Q1/FY26. A key tender was floated by the West Central Railway for construction of a new railway line from Km 124.400 to km 165.380 in between Bahari and Gondawali stations. The scope of work includes earthwork, bridges, viaduct, ROB, RUB/LHS, station building, tunnels, track work and other miscellaneous works in connection with Sidhi-Singrauli new Rail link project in Madhya Pradesh on an EPC basis.

In the Water Supply sector, 1,806 tenders worth Rs 37,085.82 crore were issued during Q1/FY26. Public Health Engineering Department, Rajasthan issued a tender worth Rs 4,831.52 crore for Chambal Alwar Bharatpur Water Supply project in Rajasthan on HAM basis under Package-1 to 3.

The Power Distribution sector saw the floatation of 1,478 tenders worth Rs 30,409.03 crore. The Gujarat Energy Transmission Corpn. invited tender worth Rs 900.58 crore for the design, supply, erection, testing & commissioning of 765 kV D/C Som Pipaliya (Saurashtra) - Vataman line having route length 118.186 km with Hexa ACSR Zebra conductor (WZ-5) in Gujarat on turnkey basis under GEC-II Scheme.

In all, the Irrigation sector saw issuance of 1,160 tenders worth Rs 24,003.24 crore during Q1/FY26. The Eastern Rajasthan Canal Project Corpn. issued a tender for the construction of Mor Sagar artificial reservoir and feeder from Bisalpur to Mor Sagar Artificial Reservoir, including all components with its O&M for a period of 20 years in Rajasthan on Hybrid Annuity Model (ERCP-11-09-TF-5). The aggregate value of the works is Rs 4,230 crore.

Another mega tender was issued by the Water Resources Department, Bihar, for the construction of Barnar Reservoir Scheme in Bihar on a turnkey basis. The aggregate value of work is Rs 2,579.38 crore.

In the Hospital sector, 543 tenders worth Rs 9,502.42 crore were issued during Q1/FY26. The major tender issued by Roads & Buildings Department, Telangana, for the construction of New Osmania General Hospital Complex at Goshamahal in Hyderabad. The value of the tender was Rs 1,667.18 crore.

The Mining sector witnessed the issuance of 222 tenders worth Rs 1,663.93 crore during the Q1/FY26. The largest tender in this sector was floated by Bharat Coking Coal for development and operation of Pure Benedih-Block-II UG Mine in Dhanbad district of Jharkhand. The estimated value of the work is Rs 1,108.33 crore.

In the Electricity sector, 547 tenders floated worth Rs 7,290.87 crore. The North Eastern Electric Power Corpn. invited tender worth Rs 11,586.71 crore for the civil works of power intake, head race tunnel, surge shaft, valve chamber, pressure shafts & penstock, underground powerhouse complex (comprising of powerhouse cavern, transformer - GIS cavern, collection chamber, main access tunnel (MAT), cable access tunnel (CAT)) unit tail race tunnels, main tail race tunnel, pothead yard and various construction adits pertaining to Tato-II Hydro Electric Project (700 MW) in Arunachal Pradesh.

By States

In Q1/FY26, India witnessed an effort to build a strong pipeline of infrastructure projects by state agencies. The top 10 states, ranked by tender value, collectively accounted for 75.29 percent of the total tendered job value.

Among the states, the top 10 - Bihar, Rajasthan, Maharashtra, Uttar Pradesh, Gujarat, Madhya Pradesh, Andhra Pradesh, Karnataka, Telangana and Tamil Nadu - accounted for 75.29 percent of the total tenders announced across the country during Q1/FY26.

Bihar topped the chart (in terms of tender value) with 1,817 tenders worth Rs 50,975.52 crore. With the Bihar state assembly elections expected in November 2025, it is likely that the state may witness a surge in tender announcements and project order finalisations in the next two quarters.

Rajasthan ranked second position with 2,015 project tenders worth Rs 48,922.14 crore.

Maharashtra stood third with 2,140 tenders worth Rs 37,872.37 crore, followed by Uttar Pradesh with 2,036 work-related tenders worth Rs 29,810.87 crore.
