3,220 Project Tenders floated in March 2011

M
arch 2011 witnessed slight decline of 13.6 per cent in terms of number tenders, as against 3,727 project tenders worth Rs 23,044 crore floated in February 2011. In all, 3,220 project tenders worth Rs 17,375 crore were floated during March 2011. Of the total tenders announced, 2,272 tenders worth Rs 9,405 crore were by State Government agencies, 906 tenders worth Rs 7,844 crore were by Central Government agencies and the balance 42 tenders by Private Companies. The most notable tender of the month was floated by Jaipur Metro Rail Corporation (JMRC). On 15 March 2011, JMRC invited RfQs for selection PPP Concessionaire for execution of the Rs 10,000 crore Jaipur Metro Project on DBFOT basis.

 

Another noteworthy tender issued was by NHAI. On 03 March 2011, NHAI invited global RfQs for fourlaning of Lucknow-Sultanpur section from km 11.500 to km 134.700 of NH-56 in the state of Uttar Pradesh on DBFOT (Toll) basis under NHDPIV. The cost of project was estimated at Rs 1,079 crore. In all, NHAI floated 20 project tenders worth R3,889 crore during March 2011.

 

Few major tenders by NHAI were for

 

 
  • Two-laning of Rae Bareilly-Jaunpur section of NH- 231, in Uttar Pradesh under NHDP-IV B.
  • Two-laning of Dhule-Aurangabad section of NH- 211, in Maharashtra under NHDP-IV.
  • Two-laning of Padhi-Dahod section NH-113, in Rajasthan & Gujarat under NHDP-IV B.

Roadways topped the sector-wise list with 1,123 project tenders worth Rs 10,008 crore. Community Services, Irrigation and Railways followed the list with 467 tenders worth Rs 1,118 crore, 249 tenders worth Rs 1,423 crore and 238 tenders worth Rs 1,316 crore, respectively.

 

Of the 102 tenders notified in the Hospitals sector, the most notable was floated by Punjab Infrastructure Development Board (PIDB). On 01 March 2011, PIDB invited global bids for the development of multi-specialty hospital at Nangal on PPP mode in Punjab. Another notable tender in the same sector was floated by National Buildings Construction Corporation (NBCC). On 9 March 2011, NBCC invited bids for the construction of 200-beds referral hospital for Central Para Military Forces at Greater Noida in Uttar Pradesh.

 

The Hydro Power sector saw 25 project tenders being floated during March 2011. Of this, the most notable tender was of Uttarakhand Jal Vidyut Nigam (UJVN). On 2 March 2011, UJVN invited RfQs for setting up 11 small hydro projects on BOOT basis. The projects are Khutani SHP (21 MW), Seraghat SHP (11.10 MW), Nayar SHP (17 MW), Santudhar-II SHP (2 MW), Santudhar-I SHP (2 MW), Byaligaon (2.25 MW), Birthi SHP (1 MW), Balghad SHP (19.80 MW), Kho-II SHP (4 MW), Kho-III SHP (3.7 MW) and Purkhul SHP (1 MW). Among the states, Maharashtra topped the statewise list with 449 tenders worth Rs 1,936 crore. Madhya Pradesh, Chhattisgarh and Jharkhand followed the list with 267 tenders worth Rs 1,530 crore, 254 tenders worth Rs 693 crore and 240 tenders worth Rs 543 crore, respectively.

 

Private Sector

 

In the private sector, 42 Project Tenders were published during March 2011, mainly in the Power, Hospitals, Petroleum Oil & Gas sectors. Some of the major tenders were by

 

 
  • Shree Lakshmi Power, for BTG package on EPC basis for 1x300 MW Thermal Power Project at village Bitkuli/Pasid in Bhatapara tehsil of Raipur District, Chhattisgarh.
  • Vision Ventures, for setting up of multi-specialty hospital in prestigious Integrated Housing Township at Rajahmundry, Andhra Pradesh.
  • GMR Kamalanga Energy, flagship company of GMR Group, for 400 kV D/C quad moose transmission line package from Power Plant at Kamalanga village in Dhenkanal district to Pooling Station of Power Grid substation at Angul, Orissa.
  • DLI Power (India) Private, for Civil and Penstock DLI Power (India) Private, for Civil and Penstock works for construction of 2x4 MW Raura Hydro Electric Project near Village Choling in Kinnaur District, Himachal Pradesh.
  • Hindustan Oil Exploration Company for drilling on integrated project management basis in FY 2011- 12 for Block AAP-ON-94/1 in the state of Assam.

 

 

 

Expression of Interest (EoIs)

 

In March 2011, 56 EoIs related to the Community Services, Hospitals and Roadways sectors were announced. Some major EoIs floated in the month were by

 

 
  • Health & Family Welfare Department, Government of Orissa, for setting up of a medical college, a dental college and respective hospitals and paramedical colleges at Rayagada on PPP.
  • Steel Authority of India, for JV Participation for setting up of steel processing units (TMT Bar Mills) at Lakhimpur, Gonda and Barabanki in Uttar Pradesh and Gwalior, Ujjain and Hoshangabad in Madhya Pradesh.
  • Madhya Pradesh State Agricultural Marketing Board, for setting up of multi-modal logistics hub at Powarkheda near Itarsi in Madhya Pradesh on PPP.
  • Nagpur Improvement Trust, development and maintenance of sports club complex at Mouza Harpur, Umrer Road in Nagpur on DFBOT basis.
  • National Highways Authority of India, for appointment of independent engineer for twolaning with paved shoulders of Aligarh-Kanpur section from km 140.000 to km 418.162 of NH- 91 under NHDP-IVA on DBFOT (Toll-Annuity) basis in Uttar Pradesh.

 

 

 

Empanelment of Consultants/Contractors

 

During March 2011, 27 notices were published, inviting applications for empanelment of consultants and contractors. Some of the major notices were:

 

 
  • Planning Commission, Government of India invited applications for preparation of panel of technical consultant for technical appraisal of PPP projects in Highway Sector.
  • Central Public Works Department invited applications for empanelment of architects for the architectural planning and designing of residential as well as non-residential buildings / complexes for the respective stages i.e. layout plan of the campus, preliminary design, submission drawings and working & detailed drawings.
  • Mumbai Metropolitan Region Development Authority invited bids for the empanelment of consultancy firms for various rental housing projects in MMR.
