Upswing in Project tendering continued in July

The upswing we had reported in tendering activities in the month of June 2009 continued in July also. The month saw 29.48 per cent growth in aggregate value of work proposed through the tendering process as compared to June 2009 figures. In all, 4,221 project tenders worth Rs 33,257 crore were floated in July 2009 as against 4,491 such tenders worth Rs 25,686 crore floated in June 2009.

Among the total number of tenders floated, 3,218 tenders worth Rs 24,719 crore were by State Government agencies, 953 tenders worth Rs 8,486 crore were by Central Government agencies and balance 50 tenders were by Private Companies. The most notable project tender of July 2009 was floated by the Government of Andhra Pradesh. On 18 Jul 2009, the state invited fresh global RfQs for the development of Hyderabad metro rail project on PPP mode. The government had to invite fresh bids for the project following the scrapping of the contract earlier awarded to a consortium led by Maytas Infrastructure. The consortium had failed to achieve financial closure by the extended deadline. The cost of project is estimated at Rs 12,132 crore. Another notable tender announced during the month was by the Kerala State Electricity Board (KSEB). On 27 July 2009, KSEB invited bids for selection of consultants for preparation of detailed feasibility report for 1,000 MW natural gas based combined cycle power plant at Brahmapuram, Cochin in Kerala.

 

Sectoral Distribution

 

After three months (March - May 2009) of lull, tendering activities in the roadways sector increased handsomely in June 2009. The upswing continued in July also. During the month, 2,365 tenders worth Rs 8,506 crore were floated by different agencies. Of the 2,365 tenders floated, 168 tenders were reinvited either for pre-qualification or for final selection. NHAI re-invited bids for its three highway projects - six laning of Kagal-Satara section from KM 592.240 to KM 725.00 at Rs 1,103 crore in Maharashtra; four laning of Barasat-Krishnagar section from KM 31.00 to KM 115.00 at Rs 890 crore in West Bengal; and four-laning of Tirupati- Tiruthani-Chennai section from km 274.800 to km 341.600 in Andhra Pradesh

 

Railways, Community Services and Irrigation were the other infrastructure sectors which saw brisk tendering activities in July 2009. In addition to the Hyderabad Metro project tender, the Bangalore Metro Rail Corpn also issued tenders for the construction of elevated structures (viaduct) of length 3.91 km and Kolkata Metro Rail Corpn issued tenders for supply and implementation of power supply system for Kolkata East-West Metro Rail project in Kolkata.

The Hospital Sector saw 51 project tenders floated worth Rs 1,446 crore during July 2009. Uttar Pradesh Rajkiya Nirman Nigam, a Government of Uttar Pradesh undertaking, floated six ESIC hospital related tenders. Of the six tenders, four were to build ESIC hospitals at Andheri in Mumbai, Nacharam in Hyderabad and Narela in Delhi. Two tenders were for setting up medical college and staff quarters at Faridabad and one for building ESIC office premises in Mumbai. Another notable tender in this sector was by Government of Goa. On 31 July 2009, the government invited bids for development of super specialty hospital across Goa Medical College. Among the states, Maharashtra topped the statewise list with 2,042 project tenders worth Rs 7,978 crore. Bihar, Haryana and Tamil Nadu followed the state list with 214 tenders worth Rs 755 crore, 209 tenders worth Rs 1,142 crore and 204 tenders worth Rs 1,655 crore, respectively.

 

Private Sector

 

In the private sector, 50 project tenders were floated during July 2009, mainly in Power, Community Services and Petroleum Oil & Gas sectors. Some of the major tenders:

 

 
  • PEL Power, a group company of Patel Engineering, for boilers, turbines, generators and auxiliaries (BTG) package for 2x500 MW thermal power project near Nagapattinam in Tamil Nadu.
  • Cairn Energy India Pty for detailed engineering of Bhagyam and Aishwariya field development and Mangala Processing Terminal (MPT) capacity expansion project.
  • Adani Power Maharashtra, an Adani Group company, for construction of 400 kV D/C AC transmission line from Tiroda to Warora and Tiroda to Koradi for evacuation of power from 1,980 MW thermal power project at Tiroda in Gondia district of Maharashtra.
  • Sahara India Power Corporation for setting up of 5 MW grid interactive (non-storage) PV solar power plant on EPC basis in Orissa.
  • Reliance Infrastructure, a part of Reliance ADAG, for procurement of 1,500 MW power for Mumbai Distribution License Area of Reliance Infrastructure on long term basis through tariff based bidding process.

 

Expressions of Interest (EoIs)

 

In July 2009, 71 EoIs related to Tourism, Power and Shipping Infrastructure sectors were announced. Some major EoIs floated in the month:

 

Empanelment of Consultants / Contractors

 

During July 2009, 29 notices were published, inviting applications for empanelment of consultants and contractors. Some of the major notices:

 

 
  • Bihar Rajya Pul Nirman Nigam, a Government of Bihar undertaking, invited bids for empanelment of architects for preparation of hospital and medical college design at Bettiah in West Champaran district of Bihar.
  • Narmada Valley Development Authority (NVDA), a Government of Madhya Pradesh undertaking, invited bids for empanelment of independent state quality monitors for inspection of all the works being executed under NVDA.
  • Uttar Pradesh Rajkiya Nirman Nigam, a Government of Uttar Pradesh undertaking, invited bids for empanelment of building construction firms for construction of residential, non-residential buildings and allied works at various locations.
