GIPC proposes to set up

Though June 2010 witnessed 12 per cent growth in project tendering as compared with the preceding month, in terms of tender job value the month saw a huge drop of 41 per cent. In all, 3,796 project tenders worth Rs 21,872 crore were floated in June 2010 as against 3,383 project tenders that were floated in May 2010.

While April and May months had seen high value roadways tenders being floated by NHAI and a few state government agencies, such mega roadways tenders were missing in June 2010. The national highway builder, NHAI floated only 14 tenders worth Rs 1,755 crore in June 2010. In May, it had floated 61 tenders worth Rs 15,614 crore.

 

 

Among the project tenders issued in Jun 2010, most notable one was by Gujarat Industries Power Company (GIPC). On 5 Jun 2010, GIPC invited global bids for setting up of Surat lignite power plant Station-II of 2x250 MW on EPC basis at Kargara in Mangrol taluka in Surat district of Gujarat.

 

 

Another notable tender of the month was floated by Orissa Integrated Power, a wholly-owned subsidiary of Power Finance Corporation. On 11 June 2010, the company invited global RfQs for the selection of developer on BOO basis for setting up of 4,000 MW ultra mega power project in Sundergarh district of Orissa.

 

 

Roadways topped the sector-wise list with 1,419 project tenders worth Rs 7,904 crore. Community Services, Railways and Power Distribution followed the list with 532 tenders worth Rs 2,293 crore, 446 tenders worth Rs 1,846 crore and 203 tenders worth Rs 799 crore, respectively.

 

 

The global RfQs called for by NHAI, for six-laning of Icchapuram-Srikakulam-Anandpuram section from KM 470.000 to KM 682.980 of NH-5 on DBFOT basis under NHDP-V in Andhra Pradesh was the largest roadways tender floated in June 2010. The Rs 1,755 crore tender accouted for 22 per cent of the total tender value floated in the Roadways sector.

 

 

In the same sector, another notable project tender was floated by Gujarat State Road Development Corporation (GSRDC). On 11 June 2010, GSRDC invited RfQs for four-laning of existing two-lane Bagodara-Dhandhuka-Bhavnagar road from km 61.4 (SH-1) to km 189.1 (SH-36) in the state of Gujarat on BOT basis. The cost of project is estimated at Rs 1,020 crore.

 

 

Uttar Pradesh State Road Transport Corporation (UPSRTC) proposes to develop a number of bus stations through PPP basis. To find suitable private partners to carry out its proposal on 7 June 2010, UPSRTC invited RfQs for development of 242 bus stations in various regions of Uttar Pradesh on DBFOT basis in PPP mode. The aggregate cost of the project is estimated at Rs 3,190 crore.

The Hospital sector saw 71 project tenders being floated during June 2010. The most notable project tender in this sector was floated by Department of Health & Family Welfare, Government of Karnataka. On 3 June 2010 the Department invited RfQs for development of four super specialty hospitals (minimum 250-bed) at Indira Nagar, Kacharakanahalli HRBR Layout, Sumanahalli Junction and Banashankari 6th Stage in Bangalore under PPP.

 

 

In the same sector, on 8 June 2010, Department of Medical Education & Training, Government of Uttar Pradesh, invited RfQs for development of five medical colleges along with associated hospitals and two paramedical colleges in Uttar Pradesh under PPP basis with an objective to provide opportunities of higher standard of learning in the field of medical education and to provide high quality medical care facilities in the state. The five medical colleges will be set up at Kannauj, Jalaun, Azamgarh, Saharanpur and Banda, while two paramedical colleges will be constructed at Safai (Etah) and Jhansi in Uttar Pradesh.

 

 

Among the states, Maharashtra topped the statewise list with 472 tenders worth Rs 1,658 crore. Orissa, Uttar Pradesh and Tamil Nadu followed the list with 447 tenders worth Rs 1,068 crore, 410 tenders worth Rs 3,936 crore and 286 tenders worth Rs 1,261 crore, respectively.

 

Private Sector

 

In the private sector, 74 project tenders were floated during June 2010, mainly in the Power, Community Services and Petroleum Oil & Gas sectors. Some of the major tenders were by

 

 
  • MB Power (Chhattisgarh), a subsidiary of Moser Baer group, for design, engineering, manufacturing, supply, erection, testing and commissioning of boiler and steam turbine generators with associated auxiliaries for 2x660 MW coal fired supercritical thermal power project at Birra in Janjgir-Champa district of Chhattisgarh.
  • Elena Power Infrastructure (EPIL) for execution of balance of plant (BoP) civil works for 5x270 MW Amravati thermal power project in Amravati district of Maharashtra.
  • Cairn Energy India for continuous concrete weight coating of submarine pipelines for marine facility for Mangala development pipeline project.
  • Pearls Royal Garden, a project division of PACL India, for construction and development of township projects at Tuticorin in Tamil Nadu.
  • Lanco Anpara Power, a Lanco Group Company, for steam generators/steam turbine generators on EPC basis for 1x660 MW for coal fired supercritical thermal power station at Anpara in Sonbhadra district of Uttar Pradesh.

 

Expressions of Interest (EoIs)

 

In Jun 2010, 88 EoIs related to the Power, Community Services and Roadways sectors were announced. Some major EoIs floated in the month were by

 

 
  • Talwandi Sabo Power for execution of various works on EPC/LSTK basis including all permissions/approvals from concerned authorities for 1,980 (3x660 MW) thermal power plant near Talwandi Sabo in Mansa district of Punjab.
  • Central University of Punjab for self contained campus design and development on a land of 500 acre at Bhatinda in Punjab.
  • Cairn Energy India for continuous concrete weight coating of submarine pipelines for marine facility for Mangala development pipeline project.
  • National Aluminium Company for cement grinding unit near its alumina refinery complex at Damanjodi in Koraput district of Orissa.
  • National Highways Authority of India for independent engineer for four-laning of Devihalli-Hassan section from KM 11.000 to KM 189.500 of NH-48 on BOT basis under NHDP-III in Karnataka.
  • UP New & Renewable Energy Development Agency for setting up solar PV power project under JNNSM (from 100 KW to 2 MW) in Uttar Pradesh.

 

Empanelment of Consultants/Contractors

 

During June 2010, 13 notices were published, inviting applications for empanelment of consultants & contractors. Some of the major notices were

 

 
  • National Institute of Securities Markets (NISM) invited bids for empanelment of interior and landscape architect for providing architectural services for NISM Campus at Patalganga in Mumbai.
  • Employees' Provident Fund Organisation invited bids for empanelment of architect/architectural consultants for planning and or supervision of construction works of its office complexes/housing facilities in India.
  • Steel Authority of India invited bids for rate contract refractory jobs in RED and CO & CCD at Bhilai Steel Plant works area.
