KUWS&DB invited bids under PPP for
Kannada Ganga Project

A couple of large size tenders floated by State government agencies in May 2011 in the Port, Real Estate and Water Supply Scheme sectors saw the aggregate job work offered through tender route increase by around 30 per cent on Mo- M basis. During the Month 3,185 project tenders worth Rs 21,101 crore were floated. The preceding month had seen floatation of 3,174 tenders worth Rs 16,160 crore.

 

The most notable tender of the month was floated by Karnataka Urban Water Supply & Drainage Board (KUWS&DB). In order to shortlist competent parties for implementation of Kannada Ganga Project (Phase-I) under PPP, on 11 May 2011, KUWS&DB invited RfQs for development of integrated drinking water supply project for Bijapur district and Chitradurga district. The cost of the projects are estimated at Rs 885 crore and Rs 2,275 crore, respectively.

 

Roadways topped the sector-wise list with 929 tenders worth Rs 7,696 crore. Community Services, Irrigation and Railways followed with 640 tenders worth Rs 1,620 crore, 340 tenders worth Rs 1,402 crore and 273 tenders worth Rs 1,521 crore, respectively. Two notable tenders floated in the Roadways sector were by NHAI, PWD-Maharashtra. On 03 May 2011, NHAI floated global RfQs in two separate packages one for rehabilitation, strengthening and four-laning of Ramban-Banihal section from 151.00 km to 187.00 km and other for Udhampur-Ramban section from 67.00 km to 89.00 km and from 130.00 km to 151.00 km of NH-1A on BOT (Annuity) basis in Jammu & Kashmir under NHDP-II. The aggregate cost of these road projects is estimated at Rs 2,662 crore

 

On 26 May 2011, Public Works Department, Government of Maharashtra invited RfQs for improvements to Nagpur-Bori-Tuljapur road MSH-3 in Yavatmal district on BOT basis in Maharashtra. The cost of this project is estimated at Rs 827 crore.

 

After a while, some major tendering activities were seen in the shipping infrastructure sector in May 2011. Kolkata Port Trust, on 19 May 2011 invited global RfQs for construction of Haldia Dock-II (South & North) at Rs 694 crore and Rs 634 crore respectively. Both the project will be executed on DBFOT basis with a concession period of 30 years. Of the 59 tenders published in the Real Estate sector, most notable one was of Delhi State Industrial & Infrastructure Development Corporation (DSIIDC). On 05 May 2011, DSIIDC invited bids for construction of low cost housing for urban poor / slum rehabilitation at Bawana-III in Delhi comprising 18,760 houses in three phases. The aggregate cost of this ambitious project is estimated at Rs 517 crore. Another notable tender in the same sector was floated by Bangalore Development Authority (BDA). BDA, On 31 May 2011, invited bids for construction of housing colonies on 50 acre of land in Bangalore. The cost of this project is estimated at Rs 150 crore. Among the states, Maharashtra topped the statewise list with 401 tenders worth Rs 1,434 crore. Karnataka, Chhattisgarh and Madhya Pradesh followed the list with 330 tenders worth Rs 4,142 crore, 305 tenders worth Rs 348 crore and 264 tenders worth Rs 2,247 crore, respectively.

Private Sector

In the private sector, 42 project tenders were published during May 2011, mainly in the Power, Community Services and Petroleum Oil & Gas sectors. Some of the major tenders were by

 

 
  • Today Energy (MP) Private, a group company of Today Homes & Infrastructure Private, for engineering, procurement and construction of 2x660 MW supercritical thermal power project near Silari village in Gotegaon tehsil of Narsimhapur district in Madhya Pradesh.
  • Tata Power Company, for and on behalf of Industrial Energy, for BTG package including associated control systems for gas based power plant of 3x67.5 MW capacity and 3x150 MW coal-cum-gas based thermal power project at Kalinganagar in Jajpur district of Orissa.
  • Dart Energy (AS) & (ST) Pte, for supply of equipment, material and services for drilling and completion of core holes and production wells in Coal Bed Methane Project.
  • BLA Power Private, for design, supply, erection, testing and commissioning of cooling water and auxiliary cooling water pumps, cooling tower and compressed air system on EPC basis for 2nd unit of 2x45 MW thermal power project at Gadarwara in Narsimhapur district of Madhya Pradesh.
  • NJC Hydro Power, for architectural design consultancy services for the construction of project colonies, filed hostel, guest house and office building for Nyamjang Chhu hydro electric project (780 MW) in Tawang district in Arunachal Pradesh.

 

Expression of Interest (EoIs)

 

In May 2011, 50 EoIs related to the Community Services, Power and Roadways sectors were announced. Some major EoIs floated in the month were by 

 

 
  • Northern Railway, for establishing and running of nursing colleges on PPP basis on railway premises at Delhi and Lucknow.
  • Andaman & Nicobar Islands Integrated Development Corporation, for consultants for implementation of the project of laying undersea optical fibre cable between mainland India and Andaman & Nicobar Islands, to meet the communications needs.
  • Government of Bihar for establishment of Indian Institute of Information Technology (IIIT) in Bihar under PPP.
  • Uttar Pradesh State Highways Authority, for selection of consultant to determine the suitability and feasibility of PPP transactions and to implement agreed transactions between UPSHA and the concessionaire for upgradation/maintenance of various roads on DBFOT basis under PPP in Uttar Pradesh.
  • Government of Jammu & Kashmir, for consultancy services for carrying out geotechnical investigations and preparation of detailed project report for construction of 5.50 km long tunnel connecting Singhpura in Kishtwar to Veilod in Anant Nag district of Jammu & Kashmir.

 

Empanelment of Contractors/Consultants

 

During May 2011, 17 notices were published, inviting applications for empanelment of consultants and contractors. Some of the major notices were:

 

 
  • Punjab Technical University invited applications for appointment of architect for providing comprehensive architectural consultancy services for the proposed new campus and institutes at various locations in Punjab.
  • Government of Karnataka invited applications for empanelment of consultancy services for submission of DPRs for improvements of state highways in the state of Karnataka.
  • Syndicate Bank invited applications for empanelment of architects/consultants and contractors for civil, furnishing and electrical work in Lucknow Region of Uttar Pradesh.
