MHA seeks developers for
residential accommodation for CPMF
Project Tenders worth Rs 27,420 crore floated in September

 

Despite less number of project tenders being floated, the month of September saw a handsome rise of 45.2 per cent in the aggregate value of work proposed through tendering as compared with August statistics. As 3,787 tenders worth Rs 18,885 crore were floated in August 2010, 3,581 project tenders worth Rs 27,420 crore were floated in September 2010. The big jump seen in the tender values were mainly due to a couple of high value tenders floated by NHAI and a few State Government agencies.

Of the total tenders floated in September 2010, 2,500 project tenders worth Rs 11,413 crore were by State Government agencies, 1,005 were by Central Government agencies and balance 76 were by Private Companies.

 

The most notable tender offered during the month was by the Ministry of Home Affairs (MHA), Government of India. MHA intends to take up the development of residential accommodation units for Central Para Military Forces (CPMF) personnel through PPP on BOOT (annuity) basis. On 16 Sep 2010, MHA invited RfQs for development of 10 housing clusters at Siliguri, Noida, Kolkata, Agartala, Srinagar, Jamshedpur, Gujarat, Shillong, Bhubaneswar and Shivgangai. The cost of the project was estimated to be Rs 3,818 crore.

 

Another notable tender of the month was floated by NHAI. On 17 Sept 2010, NHAI invited global bids for four/six-laning of Raipur-Bilaspur section from KM 0.00 to 125.2 of NH-200 in Chhattisgarh on BOT (Toll) basis under NHDP-IV. The cost of the project is estimated to be Rs 1,507 crore. In all NHAI floated 25 project tenders worth Rs 7,958 crore in September 2010.

Some other major project tenders of NHAI

 
  • Four-laning of Panikoili-Rimuli section of NH- 215, Orissa, under NHDP-III.
  • Four-laning of Shahganj Junction-Budhni-Betul section of NH-69, Madhya Pradesh, under NHDP-IV.
  • Six-laning of Walajapet-Poonamallee section of NH-4, Tamil Nadu, under NHDP-V.
 

 

 

Roadways topped the sector-wise list with 1,253 project tenders worth Rs 12,728 crore. Community Services, Railways and Water Supply followed the list with 478 tenders worth Rs 5,670 crore, 325 tenders worth Rs 1,852 crore and 278 tenders worth Rs 2,787 crore, respectively.

 

The Water Supply sector saw 278 project tenders worth Rs 2,787 crore being floated during September 2010. The most notable tender in this sector was floated by Mira-Bhayandar Municipal Corporation. On 11 Sept 2010, the corporation invited bids to develop the source of water supply from Surya River and augmentation of water distribution network on DBFOT basis. The job work was estimated at Rs 1,300 crore. Another major tender within the same sector was floated by Bihar Urban Infrastructure Development Corporation (BUIDCO). On 3 Sept 2010, BUIDCO invited global bids for implementation of water supply scheme on DBOM basis in Patna under JNNURM. The cost of the project was estimated to be Rs 427 crore.

 

The Hospitals sector saw 62 project tenders worth Rs 484 crore being floated during September 2010. The most notable tender in this sector was floated by Nagpur Improvement Trust. On 11 Sep 2010, the Trust invited bids for the development of 200-bed super specialty hospital on DBOOT basis at Wanjri in Nagpur. Another major tender within the same sector was floated by Health & Family Welfare Department, Government of Gujarat. On 1 Sept 2010, it invited bids for new construction works in six separate packages for Medical College, Valsad, in Gujarat. The aggregate cost of these packages was estimated at Rs 300 crore.

 

Among the states, Maharashtra topped the statewise list with 505 tenders worth Rs 2,434 crore. Rajasthan, Madhya Pradesh and Gujarat followed the list with 445 tenders worth Rs 1,834 crore, 322 tenders worth Rs 4,023 crore and 275 tenders worth Rs 2,823 crore, respectively.

 

Private Sector

 

In the private sector, 76 project tenders were floated during September 2010, mainly in the Power, Community Services and Petroleum Oil & Gas sectors. Some of the major tenders were by

 
  • Tata Power Company, for steam generator (SG), turbine generator (TG), instrumentation & control equipment package and HP piping package for 1x660 MW coal fired thermal power project with supercritical steam parameters at Naraj Marthapur village near Cuttack city in the state of Orissa.
  • Beta Infratech Private, for selection of EPC contractor for setting up of combined cycle power plant of 225 MW at Nand Nagar Industrial Area Phase-II, Mahua Khera Ganj, Kashipur, in Uttarakhand.
  • Surya Educational & Charitable Trust, for construction of engineering, hotel management block, administrative block, VC Office, management block, hostel block, faculty housing and other related works in its campus at Bapror in Patiala district of Punjab.
  • Cairn Energy India, for execution of mechanical, electrical and instrumentation works at Mangala Well Pads in Block RJ-ON- 90/1 in Barmer district of Rajasthan.
  • BeePee Power, a unit of MPOT Group of Companies, for selection of developer for 10 MW biomass based power plant on BOOT basis at Majhguan village in Sagar district of Madhya Pradesh.

 

Expression of Interest (EoIs)

 

In September 2010, 97 EoIs related to the Power, Community Services and Roadways sectors were announced. Some major EoIs floated in the month were by

 
  • Madhya Pradesh Power Generating Company for selection of JV partner for development of 2x800 MW supercritical Dada Dhuniwale thermal power project at Goradia in Khandwa district of Madhya Pradesh.
  • Western Orissa Development Council, a Government of Orissa undertaking, for setting up of medical college, dental college and respective hospitals at Bolangir in the state of Orissa.
  • Andhra Pradesh Tourism Development Corporation for the selection of private partner to develop five-star hotel with multipurpose function hall-cum-convention centre on BOT basis under PPP at Tirupathi in the state of Andhra Pradesh.
  • Bhavnagar Energy Company, PSU of Government of Gujarat, for ash handling & disposal system, balance of plant (BoP), 220 kV switchyard and limestone milling & conveying system for setting up of 2x250 MW lignite based thermal power plant at Padva in Bhavnagar district of Gujarat.
  • Karnataka State Electronics Development Corporation for mixed-use development of IT Park in Mysore through PPP mode.

 

Empanelment of Consultants/Contractors

 

During September 2010, 32 notices were published, inviting applications for empanelment of consultants & contractors. Some of the major notices were

 

 
  • Bhubaneswar Development Authority invited bids for empanelment of architect and urban planning firms to provide consultancy services for the development of various projects in Bhubaneswar Development Plan Area.
  • Punjab Infrastructure Development Board invited bids for empanelment of consultants for preparation of project reports for construction of ROBs in the state of Punjab.
  • Veermata Jijabai Technological Institute (VJTI) invited bids for empanelment of contractors for proposed girl's hostel at Matunga in Mumbai.
