NPCL seeks developers for 400 MW

3,997 project tenders floated in December 2010

 

During the first nine months of the current fiscal 2010-11 (April-Dec 2010) project tendering gained momentum. Both the number of tenders and the worth of tender job work increased by 45 per cent and 48 per cent respectively on a Y-o-Y basis. Between April - December 2010, in all 40,401 project tenders worth Rs 2,97,358 crore were floated by different agencies. Against this, during the same period a year ago 27,882 tenders worth Rs 2,00,925 crore were floated. Increased tendering activities by the State government agencies, especially in the roadways sector saw the number of project tenders floated in December increasing by 14.4 per cent as compared with November 2010 statistics. In all 3,997 project tenders worth Rs 20,659 crore were floated during the month of December 2010. Out of these floated tenders, 2,561 tenders worth Rs 12,540 crore were by State Government agencies, 1,346 tenders worth Rs 7,966 crore were by Central Government agencies and balance 90 tenders by private companies.

The most notable tender floated in December 2010, was by Noida Power Company (NPCL), a JV of Greater Noida Industrial Development Authority and RPG Group. On 20 December 2010, NPCL invited global bids for 400 MW gas based combine cycle power plant (CCPP) with advance class gas turbine technology on turnkey basis at Greater Noida, Gautam Budh Nagar in Uttar Pradesh. Another noteworthy project tender issued was by Jaipur Development Authority (JDA). On 03 December 2010, JDA invited global RfQs for development of six-lane Jaipur ring road from Agra Road (NH-11) to Ajmer Road (NH-8) on DBFOT basis in Rajasthan. The cost of project is estimated at Rs 850 crore.

 

December 2010 also witnessed good number of project tenders issued by NHAI. During the month NHAI floated 29 project tenders worth Rs 4,446 crore. Out of these tenders, 11 notices were for providing various consultancy services for development of national highways across the country. The noteworthy tender for consultancy services was invited by NHAI on 23 December 2010, for feasibility and preparation DPR for development of six bypasses at Manesar, Dharuhera, Behror, Kotputli, Paota and Shahpura on Gurgaon-Kotputli-Jaipur section of NH-8 in Haryana and Rajasthan.

  • Four-laning of Dhule-Aurangabad section of NH- 211 under NHDP-IV, Maharashtra.
  • Four-laning of Punjab/Haryana Border-Jind section of NH-71 under NHDP-IV B, Haryana.
  • Four-laning of Jorhat-Demow section of NH-37 under SARDP-NE, Assam.

Roadways topped the sector-wise list with 1,151 project tenders worth Rs 10,415 crore. Community Services, Railways and Irrigation followed the list with 496 tenders worth Rs 1,057 crore, 386 tenders worth Rs 1,376 crore and 346 tenders worth Rs 1,265 crore, respectively

.

The Hydro Power sector saw 36 project tenders being floated during December 2010. The most notable tender in this sector was floated by Himachal Pradesh Power Corporation (HPCC). On 28 December 2010, HPCC invited global bids for EPC Contract package for 450 MW Shongtong- Karcham hydro electric project in Kinnaur district of Himachal Pradesh. Another notable tender within the same sector was floated by NTPC. On 15 December 2010, NTPC invited global bids for construction of barrage and desilting chamber package for Tapovan Vishnugad hydro electric power project (4x130MW) on the river Dhauliganga in Chamoli district of Uttarakhand.

 

The Commercial Complexes sector saw 58 project tenders being floated during the month of December 2010. The most notable tender in this sector was floated by Tamil Nadu State Agriculture Marketing Board (TNSAMB). On 01 December 2010, TNSAMB invited global bids for development of modern terminal market complex (TMC) on BOO basis at Navalur village, Sriperumbudur Taluk in Kancheepuram district, Tamil Nadu. The cost of project is estimated at Rs 114 crore.

 

Among the states, Maharashtra topped the statewise list with 888 tenders worth Rs 2,813 crore. Madhya Pradesh, Orissa and Karnataka followed the list with 348 tenders worth Rs 1,369 crore, 333 tenders worth Rs 913 crore and 201 tenders worth Rs 699 crore, respectively.

 

 

Private Sector

 

In the private sector, 90 project tenders were floated during December 2010, mainly in the Power, Community Services and Petroleum Oil & Gas sectors. Some of the major tenders were by

 

 
  • Bajaj Hindusthan, for balance of plant (BoP) package and auxiliaries including civil and structural works for 1,980 MW coal based supercritical thermal power project at Lalitpur in Uttar Pradesh.
  • GMR Chhattisgarh Energy, GMR Group Company, for 400 kV D/C Quad Moose transmission line package for 2x685 Chhattisgarh thermal power plant at Raykheda to pooling station of PowerGrid Substation at Raipur/Durg in Chhattisgarh.
  • Essar Oil, Essar Group Company for provision of drilling rig, associated services including equipment, materials and personnel for drilling, testing and completion of exploratory wells in AA-ONN-2004/3 and AA-ONN-2004/5 oil and gas blocks in Assam.
  • Universal Crescent Power Private, a part of the USEL Group, for execution of Sagar super thermal power project Stage-I (2x660 MW) on EPC basis at Nayachar Island in East Midnapore district of West Bengal.
  • Ratnagiri Wind Power Projects Private, a part of Greenko Group, for supply, erection and commissioning of wind turbine based power project of 65.6 MW on firm price basis at Satara in Maharashtra.
 

 

Expressions of Interest (EoIs)

 

In December 2010, 90 EoIs related to the Power, Coal and Roadways sectors were announced. Some major EoIs floated in the month were by

 

 
  • Neyveli Lignite Corporation, for participating as JV Partner in identification and acquisition of coal blocks, development of assets in coal blocks and so on in India.
  • Bihar Rajya Pul NIrman Nigam, for preparation of detailed project report for construction of bridges in the state of Bihar.
  • Uttar Pradesh Power Corporation, for setting up of coal or gas based generating projects of minimum unit size of 250 MW and above through MoU Route as per the provisions of Energy Policy, 2009, of Government of Uttar Pradesh.
  • INKEL-KSIDC Projects, a company promoted by Infrastructures Kerala & KSIDC, for development of an education and healthcare city on 182 acre of land at a distance of about 25 km from Calicut International Airport in Kerala.
  • Gujarat State Road Development Corporation, for consultancy services as independent engineer for six-laning of Bagodara-Tarapur-Vasad road from km 0.00 to km 101.90 of SH-8 on BOT basis in Gujarat.

 

Empanelment of Consultants/Contractors

 

During December 2010, 21 notices were published, inviting applications for empanelment of consultants & contractors. Some of the major notices were:

 

 
  • Director of Archaeology & Museums, Government of Maharashtra invited bids for empanelment of architects and contractors for heritage conservation of state- protected monuments in Maharashtra.
  • Andhra Pradesh Industrial Infrastructure Development Corporation invited bids for empanelment of architectural and design consultants for various building construction projects.
  • Punjab State Transmission Corporation invited bids for empanelment of contractors for survey work and soil investigation of transmission lines of 66 kV and 220 kV.
