In April 2007, a total of 2,353 project-related tenders were floated, with aggregate estimated value of work being Rs.14, 821 crore. The State government agencies floated 1,723 project-related tenders valued at Rs.9,857 crore and the Central government agencies listed 573 project-related tenders worth Rs.4,674 crore.

Among the major sector, in terms of estimated value of work as well as number of tenders floated, roadways topped with 958 project tenders worth Rs.5,822 crore. Irrigation and railways followed the list with Rs.1,606 crore (197 project tenders) and Rs.1,492 crore (239 projects tenders) respectively. Increased tendering activities witnessed in the Real Estate sector, in February 2007, continued during April 2007, also. In all, 120 project tenders were floated in this sector.
In the power sector, National Thermal Power Corporation Ltd (NTPC) invited 17 tenders for its ongoing projects. Maharashtra State Power Generation Co. (MahaGenco) and Damodar Valley Corporation (DVC) also invited tenders for their ongoing projects. To mitigate the severe power deficit in the state, the Punjab State Electricity Board invited two EoIs for development of coalbased environment friendly thermal power projects of 1200 MW each, at Talwandi in Mansa district and Nabha in Patiala district of Punjab, on BOO basis, through tariff based competitive bidding. These projects will be implemented by two new SPVs of PSEB - Talawandi Sabo Power Ltd. and Nabha Power Ltd; respectively.
Assam Power Generation Corporation Ltd. invited (APGC) EoIs for the revival of 2x30 MW Chandrapur Thermal Power Station through lease, renovate, operate and transfer (LROT) or joint sector participation basis. At present, this power station has been shut down due to high cost of fuel. Under the revival plan, existing boilers would be replaced with fluidised bed combustion boilers, so as to run it with coal.

Among the states, in terms of estimated value of work Madhya Pradesh ranked first with 138 project tenders worth Rs.2,532 crore. Andhra Pradesh and Karnataka followed the list with Rs.2,114 crore (264 tenders) and Rs.1,819 crore (97 tenders), respectively.
Increased tendering activities during April, helped Jharkhand to be among the top five tendering states. In all, 51 tenders worth Rs.1,393 crore were floated in the state. Of this, six major tenders were by the state owned Damodar Valley Corporation (DVC). DVC invited bids for rural electrification in Giridih, Hazaribagh, Chatra, Gumla and Shimdega districts of Jharkhand, under RGGVY, in six packages, with total estimated value of work being Rs.628 crore.
Private Sector
In April 2007, project-tendering activities in private sector registered a slight increase. Compared with 49 tenders floated in March, 57 tenders were floated in April 2007. These tenders were related to SEZ, Power, Industrial & Software Park and Community Services sectors.

Anil Agarwal Foundation invited EoIs from reputed contractors, suppliers and service providers, for construction of the world class Vedanta University Project, a not-for-profit initiative by the foundation on Puri-Konark marine drive, in the state of Orissa.

Mahindra World City (Jaipur) Ltd. invited EoIs for the development of Mahindra Technology Park, as a Phase-I of multi-product SEZ, in an area of approximately 188 acres of land, near Jaipur.

Integrated Warehousing Kandla Project Development Private Ltd; a subsidiary of FTWPL, invited global EoIs for selection of a strategic partner to develop free trade & warehousing zone, at Kandla in Gujarat.

Ispat Industries Ltd; one of the leading integrated steel makers, invited proposals from experienced parties, to set up coal fired captive thermal power plant of 250 MW to 300 MW capacity ,on BOT basis. The plant will feed the requirement of the Ispat Steel Complex located at Dolvi, in Raigad district of Maharashtra.

Expressions of Interest (EoIs)
The month of April 2007 saw the announcement of around 67 EoIs by various agencies. These EoIs were related to Airways, Thermal/Hydel Power and Tourism & Recreation sectors.

Mumbai Metropolitan Region Development Authority (MMRDA) invited EoIs from the eligible consultants, for planning, designing and implementation assistance for Bus Rapid Transit System, Station Area Traffic Improvement Schemes, Skywalks and Traffic Management in Mumabi.

Government of Katnataka invited EoIs for the development of Bijapur, Gulbarga and Shimoga airports in Karnataka, on PPP basis. Karnataka Government also invited EoIs to design, finance, construct, operate and maintain the Hassan airport, on JV basis.

Jharkhand Infrastructure Development Corporation Ltd; an SPV promoted by Government of Jharkhand, invited EoIs for setting up units in the Mega Industrial Growth Center, at Barhi in Hazaribagh district of Jharkhand.

Sumeet Industries Ltd., a Government Recognised Export House, invited EoIs for the implementation of Industrial Park, Star Hotel including a power plant, at Kandla near Kandla Sea Port and Mundra SEZ, 30 km away from Bhuj in Gujarat.
