In July 2007, a total of 2,258 project-related tenders were floated, with an aggregated estimated value of work being Rs.12,509 crore. The state owned agencies accounted for a little over two-third of the total tenders floated. In all, 1588 tenders were floated by these agencies in July 2007. The central government agencies floated 632 tenders and the balance 38 were by private companies.

Among tenders floated, the most notable one was by Madhya Pradesh Housing Board. It invited RfQs for development of new township at Thatipur on Gandhi Road in Gwalior. The township to be developed under the Re-densification Scheme of Government of Madhya Pradesh on 30 hectare of land will have both residential and commercial properties.

 

VGTM-Urban Development Authority invited RfQs for selection of a codeveloper to design, develop, market, operate and maintain an IT SEZ in an area of 40 acre at Amaravathi Township, Mangalagiri near Vijayawada in Andhra Pradesh. The development of the SEZ for IT/ITES Park will be on JV basis, with VGTM-UDA on PPP basis.

 

Among the major sectors in terms of number of tenders floated, Roadways topped with 765 project tenders worth Rs.3,350 crore. Railways, Community Services and Irrigation followed the list with 299 (Rs.1,196 crore), 270 (Rs.1,368 crore) and 175 (Rs.897 crore) project-related tenders, respectively. In terms of estimated value of work power distribution sector ranked second after roadways, with an estimated value of work being Rs.2,246 crore for 70 project-related tenders. This is mainly because Maharashtra State Electricity Distribution Co. Ltd., invited tenders for Gaothan Feeder Separation Scheme Phase-II for seven zone/circles of Maharashtra with total estimated value of work at Rs.1,200 crore.

Maharashtra ranked first among other states, for its estimated value of work being Rs.2,372 crore for 335 project tenders. Madhya Pradesh, Karnataka and Andhra Pradesh followed the list with Rs.1,738 crore (171 tenders), Rs.1,251 crore (283 tenders) and Rs.1,098 crore (223 tenders), respectively.

 

Increased tendering activities during July, helped Punjab to be amongst the top 10 tendering states. In all, 33 tenders worth Rs.840 crore were floated in the state. Among the floated tenders the most notable one was by Sri Guru Granth Sahib Fourth Centenary Memorial Trust. It invited pre-qualification applications for the proposed construction of Sri Guru Granth Sahib World University Campus Project, Fatehgarh Sahib near Chandigarh, having an estimated cost Rs.550 crore.

 

The private sector saw 38 tenders floated in July 2007. They were mainly in the Power, Hospitals, Real Estate and Oil & Gas sectors.

 

Tata Power Company Ltd. invited three global bids on behalf of Maithon Power Ltd., for setting up plant water systems, plant electrical systems and civil works packages for the 1050 MW Maithon right bank thermal power plant coming up at Maithon in Dhanbad district of Jharkhand.

 

The Guru Harkrishan Medical Trust invited expression of interests (EoIs) from Health Care/Hospital Management Companies to build, operate and manage a 300-bedded multi-specialty hospital on revenue sharing basis in South Delhi.

 

Shree Shubham Logistics, a Kalpataru group company, invited EoIs from civil contractors for construction of state-of-the-art warehouses in over 12 locations in Rajasthan and Gujarat.

 

Expression of Interests

 

In July 2007, 66 Expression of Interests (EoIs) were announced, relating to Hospitals, Tourism & Recreation, Community Services, Roadways and SEZ sectors.

 

 
  • Madhya Pradesh State Electronics Development Corporation, invited EoIs for selection of a co-developer for establishing and marketing IT SEZs at Bhopal, Gwalior and Jabalpur in the state.
  • Transport Department, Government of West Bengal invited EoIs for the construction of four/six-lane elevated ring road of an approximate length of about 42 km around the city of Kolkata, to improve the vehicular communication within the city, on BOT basis and through PPP mode.
  • Department of Tourism, Government of Puducherry invited EoIs for the design, development and operation of a beach resort, an amusement park and lake resorts in Karaikal, under PPP mode.
