During December 2007, a total of 3,305 project-related tenders were floated with an estimated job work cost of Rs.28,581 crore. Of the total tenders floated, 2,723 tenders (82.4 per cent) were by state government agencies, 556 tenders (16.8 per cent) were by central government agencies and the balance 26 tenders (0.8 per cent) were announced by the private sector.

The most notable tender amongst those floated in December was by Chhattisgarh State Industrial Development Corporation. It invited RfPs to establish a commercial and residential complex over 18.616 hectares adjacent to NH-6 near Industrial Area Bhilai in Durg. The complex will be implemented on PPP format through a special purpose company.
National Highways Authority of India (NHAI) was most active during the month and floated 18 tenders. Off these, eight were invited for the four/six-laning of selected stretches of the national highways, on BOT (Toll) basis, under NHDP-III on DBFO Pattern. The total length of these highways is 851 kms and the total value of the work tendered was Rs.6,248 crore.
Among the major sectors in terms of number of tenders floated and estimated value work, Roadways topped with 1,690 project tenders at an estimated value of work worth Rs.15,124 crore. Irrigation, Community Services and Railways followed the list with 388 tenders (Rs.3,712 crore), 327 tenders (Rs.1,048 crore) and 224 tenders (Rs.1,221 crore) being floated, respectively.

In terms of number of tenders floated, Maharashtra topped the list with 608 projectrelated tenders worth Rs.3,472 crore. Chhattisgarh, Madhya Pradesh and Andhra Pradesh followed the list with 518 tenders (Rs.6,082 crore), 326 tenders (Rs.3,668 crore) and 302 tenders (Rs.4,181 crore), respectively.
Increased tendering activity in December 2007 helped Chhattisgarh to be the first amongst the top 10 tendering states in terms of estimated value of work. In all, 518 project-related tenders with an estimated value worth Rs.6,082 crore were floated in the state. The bulk of the tenders were floated by state-owned Chhattisgarh Rural Road Development Agency. The agency invited 250 project tenders for the construction/upgradation of rural roads including their maintenance for five years after construction under PMGSY, in various districts of Chhattisgarh.

Twenty Six project tenders were floated by private promoters in December 2007. These tenders were mainly related to Power, Aluminium and Oil & Gas projects.

Pipavav Energy Pvt. Ltd., a SPV of Videocon Industries Ltd., invited global bids from EPC contractors to set up a 2x800 MW imported coal based super critical power project near the Pipavav port in Gujarat.

Vedanta Aluminium Ltd., a group company of Vedanta Resources Plc, invited EoIs from civil & structural contractors for the expansion of refining and smelting capacity of its aluminium complex in Orissa,

Canoro Resources Ltd., a Canadian Oil & Gas company invited EoIs from reputed contractors to set up an oil evacuation system on BOOT/BOO basis, from Amguri oil field to the delivery point approximately 100 kms away in Assam.

Expressions of Interest (EoIs)
In December 2007, 51 Expression of Interests (EoIs) relating to Power, Real Estate, SEZ, Roadways and Tourism & Recreation sectors were announced.

Jawaharlal Nehru Port Trust (JNPT) invited EoIs to appoint consultants who would advise on the creation of Port Based SEZ/Export Processing Zone (SEZ/EPZ) at JNPT, including the area of developable land admeasuring 1,200 hectares and other related works in Maharashtra.

Chhattisgarh State Electricity Board invited EoIs to implement a 500 MW Indira Sarovar Hydroelectric Project (Bodhghat) on Indravati River in Barsoor, Chhattisgarh. It plans to implement the project in JV with CSEB at an estimated cost of Rs.3,624 crore.

Tirupathi Urban Development Authority invited EoIs to select private partners who would develop, finance, build, operate and maintain its project at Tirupathi in Andhra Pradesh. The project involves a 5-star hotel, serviced apartments, a convention & recreation centre and a golf course to be developed on BOT basis.

In December 2007, around 16 notices were published inviting applications for the empanelment of consultants/contractors.

Punjab Infrastructure Development Board invited applications from consultants/consulting firms for the empanelment of independent quality assurance consultants to undertake quality control audit of projects in various sectors of Punjab.

Sahara India Commercial Corporation Ltd. invited EoIs to enlist construction companies who would successfully execute the works in various categories for the ongoing Aamby Valley City development. The City is spread over 10,000 acres, 25 kms from Lonavala in Maharashtra.
