Project Tendering – Roadways on Top

 

Anumber of high value project tenders floated by the National Highways Authority of India (NHAI) and a few state government agencies, saw project tendering business recording a 54 per cent growth in February as compared January 2009. In all, 4,207 project tenders worth Rs.34,058 crore were published in February 2009.

Among the total number of tenders floated, 3,424 tenders worth Rs.27,485 crore were by state government agencies, 753 tenders worth Rs.6,509 crore were by Central government agencies and the balance 30 tenders were by private companies.

 

The sharp increase in Roadways tenders witnessed in December 2008 and January 2009 continued in February 2009. The sector saw floatation of 1,832 tenders worth Rs.20,464 crore. Community Services (696 tenders worth Rs.1,791 crore), Irrigation (376 tenders worth Rs.2,759 crore) and Water Supply (272 tenders worth Rs.2,832 crore) were the other sectors which witnessed brisk tendering activities.

 

The aggregate value of work proposed through the tendering route in the roadways sector touched record levels in February. Of the total tenders floated in this sector, 1,703 tenders worth Rs.16,961 crore were by state government agencies and the balance 129 were by Central government agencies. Among the states, Uttar Pradesh, Maharashtra and Orissa accounted for bulk of the tenders floated in this sector. NHAI floated 34 project tenders worth Rs.2,958 crore during the month.

 

Among the roadways bids invited in February 2009, the most notable one was by the Bangalore Development Authority (BDA). On 26 February 2009, the BDA invited global RfQs for construction of eight-lane access-controlled peripheral ring road between Tumkur and Hosur Road with two-lane service road of 65 km on either side on BOT basis. The construction cost of the road is estimated at Rs.2,800 crore.

 

Another notable tender of the month was issued by NHAI for four-laning of Bareilly-Sitapur section of NH-24 from KM 262.0 to KM 413.2 in Uttar Pradesh on DBOT basis under NHDP-III. The cost of the highway is estimated at Rs.1,048 crore.

 

The Water Supply & Distribution sector saw 272 project tenders worth Rs.2,832 crore during February 2009. The Bangalore Water Supply & Sewerage Board, Chennai Metropolitan Water Supply & Sewerage Board, MCGM and Uttar Pradesh Jal Nigam were most active in tendering in February 2009.

Among the states, Maharashtra topped the statewise list with 740 project tenders worth Rs.6,167 crore. Tamil Nadu, Uttar Pradesh and Orissa followed with 580 tenders worth Rs.2,174 crore, 456 tenders worth Rs.4,276 crore and 281 tenders worth Rs.1,264 crore, respectively.

 

Among the major sectors, Roadways topped the sector-wise list with 1,062 project tenders worth Rs 6,868 crore. Railways, Community services and Water Supply followed the list with 471 tenders worth Rs 1,576 crore, 415 tenders worth Rs 1,240 crore and 268 tenders worth Rs 1,403 crore, respectively.

 

Private Sector

 

In the private sector, 30 project tenders were floated during February 2009. Private tendering was active in the Power, Aluminium and Community Services sectors. Some of the major tenders published in the month were:

 
  • M B Power (Madhya Pradesh), a subsidiary of the Moser Baer Group, for execution of 1,000 MW coal-based thermal power project on EPC basis in Anuppur district of Madhya Pradesh
  • Vedanta Aluminium, a Sterlite Group company, for in plant services for large aluminium smelter with captive power plant in the state of Orissa
  • Essar Constructions, a subsidiary of the Essar Group, for construction of raw water intake channel for its 2x600 MW Mahan thermal power plant in Singrauli district of Madhya Pradesh
  • Madanpur South Coal Company for the development of opencast captive coal mine to produce 5.40 million tonne at Madanpur in Korba district of Chhattisgarh
  • Emco Energy for EPC contract for setting up a 1x300 MW thermal power plant near Warora in Chandrapur district of Maharashtra.

 

 

Expressions of Interest (EoIs)

 

 

In February 2009, 64 EoIs related to Coal, Power, Commercial Complex, Roadways and Tourism sectors were announced. Some major EoIs floated in the month were:

 

 
  • The Punjab State Industrial Development Corporation, to form JV for exploration and mining of coal from coal blocks proposed/likely to be allotted by GOI under the Government Company Dispensation Scheme.
  • The Maharashtra Energy Development Agency for setting up of biomass power projects in Maharashtra.
  • The West Bengal Electronics Industry Development Corporation for development of integrated IT Township under PPP at Kalyani in Nadia district of West Bengal.
  • The Kakatiya Urban Development Authority for development of ropeway cable car project with recreation and entertainment park on BOT basis at Warrangal in Andhra Pradesh.
  • The Infrastructure Development Authority, Bihar for development of bus terminal-cum-commercial complex in nine towns of Bihar under PPP.

 

Empanelment of Consultants / Contractors

 

During February 2009, around 7 notices were published, inviting applications for empanelment of consultants and contractors. Some of the major notices were:

 

 
  • The Government of Maharashtra invited bids for empanelment of consultants for preparation of detailed project report for PMGSY works in the Konkan Region of Maharashtra
  • The Gujarat Mineral Development Corporation invited bids for empanelment of consultants for valuation of mining assets and mineral ore reserve of multimetal project, Ambaji in Banaskantha district of Gujarat
  • The Reserve Bank of India invited bids for empanelment of developers/contractors for construction of new hostel building at IGIDR, Goregaon, in Mumbai.
