Project Tendering slowed down in March 2009 |
The continued brisk tendering activities by National Highways Authority of India (NHAI) saw healthy increase in the aggregate value of work proposed through tendering in March 2009. In all, NHAI floated 31 tenders worth Rs 32,111 crore for development of road projects.
The month of March saw 2,732 tenders worth Rs 49,022 crore being floated across various sectors. In terms of value of tender this indicated a rise of 44 per cent. However, slowdown in tendering activities by state government agencies led to a sharp fall in number of projects tenders floated in March 2009. As against 4,207 tenders floated in February 2009 only 2,732 tenders were floated in March 2009. Sector-wise, Roadways and Community Services sectors saw sharp fall in tendering activities.

Of the total 2,732 project tenders worth Rs 49,022 crore floated in March 2009, 1,714 tenders worth Rs 13,766 crore were floated by State Government agencies, 972 tenders worth Rs 35,244 crore were by Central Government agencies and balance 46 tenders were by private sector companies.
Among the tenders published in March 2009, most notable one was by NHAI. On 3 March 2009, NHAI invited global RfQs for four-laning of Chenani-Nashri section of NH-1A from KM 89.00 to KM 130.00 on BOT (Annuity) basis under NHDP-II in the state of Jammu & Kashmir. The cost of the project was estimated at Rs 2,108 crore.

Another notable project tender was announced by Jawaharlal Nehru Port Trust (JNPT). On 2 March 2009, JNPT invited global RfQs for the development of fourth container terminal at JNPT through PPP.
Despite low tendering by state agencies, the Roadways sector topped the sector-wise list with 890 project tenders worth Rs 36,071 crore. Railways, Community Services and Irrigation followed the list with 378 tenders worth Rs 1,482 crore, 344 tenders worth Rs 1,144 crore and 343 tenders worth Rs 2,130 crore.
The Commercial Complexes sector saw 30 project tenders worth Rs 539 crore during March 2009. Kerala SIDCO, a Government of Kerala Undertaking, floated the most notable tender in this sector. On 4 March 2009, Kerala SIDCO invited global bids for construction of commercial complex/trade centre on BOT basis at Kadavanthara, Cochin in Kerala. The estimated cost of the project is Rs 200 crore. Another notable tender in this sector was floated by the Municipal Corporation of Delhi (MCD). On 29 March 2009, MCD invited tenders for the construction of multilevel underground conventional car parking at various locations in Delhi.
Among the states, Maharashtra topped the statewise list with 426 tenders worth Rs 3,754 crore. Assam, Karnataka and Bihar followed with 285 tenders worth Rs 167 crore, 243 tenders worth Rs 4,208 crore and 209 tenders worth Rs 1,989 crore, respectively. However, in terms of aggregate value of work proposed through tendering, Jammu & Kashmir ranked first in state-wise list with Rs 9,111 crore for 29 tenders floated in March 2009. This was mainly because NHAI floated six tenders worth Rs 9,023 crore for development of National Highways under NHDP-II in the state.
