Project tendering activities slip in August 2009

During August 2009, project tendering activities slipped by 17 per cent. Compared to 4,221 project tenders worth Rs 33,257 crore that were floated in July 2009, only 3,505 project tenders worth Rs 30,917 crore were floated in August 2009. Maharashtra which has always been the frontrunner in floating project tenders, saw slowdown in tendering activities after record tender floatations in June and July 2009. The impending state election is one of the reasons for the fall in tendering activities in the state.

Among the total number of tenders floated, 2,551 tenders worth Rs 17,064 crore were by State Government agencies, 889 tenders worth Rs 13,665 crore were by Central Government agencies and balance 65 tenders were by Private Companies. Among the 3,505 tenders floated in August 2009, the most notable one was by Punjab State Electricity Board (PSEB). On 28 Aug 2009, PSEB invited bids for rendering consultancy services for 1,000 MW gas based power project in the existing premises of Guru Gobind Singh Super Thermal Power Plant, Ropar in the state of Punjab. Another two notable tenders announced during the month were by the Indian Railways. On 14 Aug 2009, it invited RFQs for setting up of new factories for manufacturing and supplying of high capacity freight bogies to Indian Railways at Majerhat in Kolkata and at Dalmianagar in Rohtas district of Bihar.
Though the overall number of roadways tenders declined in August 2009, the national highway builder, NHAI invited 29 project tenders worth Rs 10,512 crore. Among them, nine were for four/sixlaning of various national highways across the country and four were for providing consultancy services for various national highways projects under different phases of NHDP. NHAI also invited bids for development of wayside amenities along with national highways in various sections across the country.

Despite fall in the overall number of project tenders, the roadways sector managed to top the sectorwise list with 1,185 project tenders worth Rs 16,473 crore. Community Services, Irrigation and Railways followed the list with 465 tenders worth Rs 1,768 crore, 315 tenders worth Rs 3,300 crore and 306 tenders worth Rs 1,423 crore, respectively. The Real Estate sector saw 80 project tenders worth Rs 1,804 crore during August 2009. On 31 Aug 2009, the Delhi Development Authority invited bids for construction of 18,600 EWS houses and 17,780 LIG houses on turnkey basis at Dwarka, Rohini and Narela in Delhi. The cost of the project is estimated at Rs 1,294 crore. Another notable tender in this sector was floated by the Government of Uttar Pradesh. It invited RfQs for planning and development of new townships in the state on 25 Aug 2009.
Among the states, Maharashtra topped the statewise list with 1,100 project tenders worth Rs 8,153 crore. Orissa, Karnataka and Haryana followed the list with 280 tenders worth Rs 833 crore, 244 tenders worth Rs 816 crore and 227 tenders worth Rs 1,391 crore, respectively.
