Project tendering activities up by 49%

The month of June 2009 saw 49 per cent increase in project tendering activities when compared to 3,021 such tenders floated during May 2009. This was mainly because of the increased tendering activities undertaken by the State Government agencies. Tenders floated by such agencies nearly doubled from 1,790 in May 2009 to 3,558 in June 2009.

In all, 4,491 project tenders worth Rs 25,686 crore were floated during June 2009. The ownership break-up of the same indicated State Government agencies floated 3,558 tenders worth Rs 16,684 crore, Central Government agencies 862 project tenders worth Rs 8,802 crore and the balance 71 were by private companies.
Among the major sectors, the Roadways sector saw record tender floatations in June 2009. The 2,284 tenders floated in this sector, were the highest in the last one and a half year. Further of the total tenders published 10 were of large size with job work of Rs 100 crore or more. In fact, the largest tender floated in June was also in this sector. On 21 June 2009, NHAI invited global RfQs for the sixlaning of Udaipur-Ahmedabad section from KM 269.00 to KM 509.00 of NH-8 in the state of Rajasthan and Gujarat as BOT (Toll) project under NHDP-V. The cost of the project is estimated at Rs 1,750 crore. In all, NHAI floated 10 project tenders worth Rs 4,735 crore.
Other large tenders floated in this sector include a Rs 890 crore global tender of NHAI for setting up the Kuttipuram- Edapally highway project and a Rs 845 crore tender by the Government of Maharashtra for developing Sion-Panvel road.

The Roadways sector was followed by Community Services, Railways and Irrigation sectors with 366 tenders worth Rs 1,814 crore, 365 tenders worth Rs 1,216 crore and 291 tenders worth Rs 1,920 crore, respectively. Among the Electricity tenders floated, two were notable. These tenders were floated by the Uttar Pradesh Power Corporation (UPPCL), a Government of Uttar Pradesh undertaking. On 13 June 2009, UPPCL invited bids for preparation of feasibility study report, DPR and carrying out comprehensive study for EIA for development of 3x660 MW thermal power station at Dopaha in Sonebhadra district. Again on 23 June 2009, UPPCL invited bids for preparation of feasibility study report, DPR and carrying out comprehensive study for EIA for development of 2x660 MW thermal power station at Jawaharpur in Etah district of Uttar Pradesh on the basis of Case-2 tariff based competitive bidding process.
The Shipping Infrastructure sector saw 22 project tenders worth Rs 414 crore during June 2009. On 24 June 2009, Tuticorin Port Trust invited global RfQs for the development of North Cargo Berth-II for handling bulk cargoes at Tuticorin Port on DBFOT basis in Tamil Nadu. The cost of the project is estimated at Rs 319.45 crore. Another notable tender in the same sector was floated by Visakhapatnam Port Trust. On 30 June 2009, Visakhapatnam Port Trust invited bids for development of North and South Cargo Berth in East Docks in the inner harbour of Visakhapatnam Port on DBFOT basis.
Another notable tender during the month was by Hindustan Petroleum Corporation (HPCL). On 6 June 2009, HPCL invited bids for design, procurement, erection and commissioning of integrated sugar, ethanol and co-generation power plant at Sugauli in East Champaran district and Lauriya in West Champaran district in Bihar. Among the states, Maharashtra topped the statewise list with 1,791 project tenders worth Rs 9,262 crore. Uttar Pradesh, Karnataka and Orissa followed with 373 tenders worth Rs 2,432 crore, 289 tenders worth Rs 1,927 crore and 267 tenders worth Rs 1,062 crore, respectively.
During June 2009, Maharashtra accounted record number of tenders floated relating to Roadways and Community Services sectors. Public Works Department (PWD), Government of Maharashtra, floated bulk of tenders for construction and upgradation of rural roads in various districts of Maharashtra. On 22 June 2009, PWD invited RfQs for the improvements to Sion-Panvel special state highway from BARC Junction to Kalamboli Junction on BOT basis. The cost of the project is estimated at Rs 845 crore.

In the private sector, 71 project tenders were floated during June 2009, mainly in Power, Community Services and Petroleum Oil & Gas sectors. Some of the major tenders:
