Project tendering picks up in April
KSIIDC offers Tadadi port under PPP

Revival in tendering activities by the State Government agencies led to a 23 per cent rise in overall Project tendering in April 2010 on Month over Month basis. Tendering activities had declined in February and March 2010. As against, 2,618 project tenders worth Rs 14,687 crore floated in March, 3,207 project tenders worth Rs 24,694 crore were floated in April.

Of the total, 2,254 tenders worth Rs 14,074 crore were by the State Government agencies, 900 tenders worth Rs 10,548 crore were by the Union Government agencies and the balance 53 tenders were by the Private Companies.

 

 

Among the Project tenders issued in April, the most notable one was by Karnataka State Industrial Investment & Development Corporation (KSIIDC). On 11 Apr 2010, KSIIDC invited global RfQs for selection of developer for development of Sea Port at Tadadi in Uttara Kannada district of Karnataka on PPP mode.

 

 

Both the number of tenders and job work value more than doubled in the Roadways sector. The sector saw floatation of 1,422 tenders worth Rs 12,099 crore in April 2010 as against 614 tenders worth Rs 5,975 crore floated in March. The Railways, Irrigation and Community Services sectors followed with 350 tenders worth Rs 1,673 crore, 285 tenders worth Rs 717 crore and 248 tenders worth Rs 2,101 crore, respectively.

 

 

Most of the high ticket tenders in the Roadways sector were floated by the NHAI. On 16 April 2010, the NHAI invited global bids for four-laning of Jabalpur-Rajmarg Crossing-Bareli-Bhopal section from km 10.400 to km 299.714 of NH-12 in Madhya Pradesh on DBFOT (Annuity) basis. The cost of project is estimated at Rs 2,550.76 crore.

 

 

In all, the NHAI floated 16 project tenders worth Rs 6,642 crore during April 2010. This included two global bids for preparation of feasibility-cumpreliminary design report for construction of ring road/bypass around Nagpur city in Maharashtra and Jodhpur city in Rajasthan under NHDP-VII.

  • Six-laning of Barwa Adda-Panagarh section of NH-2 in Jharkhand & WB, NHDP-V
  • Four-laning of Jorhat-Demow section of NH-37 in Assam, SARDP-NE
  • Four-laning of Nagpur-Wainganga Bridge section of NH-6 in Maharashtra, NHDP-III

In the same sector another notable project tender was floated by the Rajasthan Government. On 9 Apr 2010, the state government invited RfQs for four-laning of Gomti ka Churaha to Udaipur section of NH-8 from km 177.00 to km 260.100 in the state on DBFOT pattern. The cost of project is estimated at Rs 890 crore.

 

 

The Thermal Power sector saw 104 project tenders worth Rs 424 crore being floated during April 2010. The most notable tender in this sector was floated by Karnataka Power Corporation (KPCL), a Karnataka Government undertaking. On 5 April 2010, KPCL invited global bids for composite offer of EPC for 1,400 MW gas based combined cycle power plant at Bidadi near Bangalore. Another notable tender in the same sector was floated by Gujarat State Electricity Corporation (GSECL). On 23 April 2010, GSECL invited bids for selection of EPC contractor through global competitive bidding to set up a coal based super critical power plant (800 MW) Wanakbori in Gujarat.

 

 

The Power Distribution sector saw 162 project tenders worth Rs 3,620 crore being floated during the month of April 2010. Maharashtra and Karnataka saw a good number of tenders being floated in this sector. Maharashtra State Electricity Distribution Company (MSEDCL) was the most active in April 2010 and invited 36 project tenders worth Rs 3,306 crore.

 

 

The Hospital sector saw 37 project tenders floated during the month of April 2010. On 19 April 2010, Uttar Pradesh Government invited RfQs for the development of super specialty hospitals at Lucknow, Kanpur and Agra and Hospital-cum- Medical College in Meerut town of Uttar Pradesh. The cost of these projects is estimated at Rs 930 crore.

 

 

Among the states, Uttar Pradesh topped the statewise list with 629 project tenders worth Rs 3,356 crore. Maharashtra, Karnataka and Orissa followed the list with 398 tenders worth Rs 5,863 crore, 219 tenders worth Rs 534 crore and 203 tenders worth Rs 272 crore, respectively.

 

 

Private Sector

 

 

In the private sector, 53 project tenders were floated during April 2010, mainly in Power, Community Services and Petroleum Oil & Gas sectors. Some of the major tenders were by

 

 
  • Torrent Energy, the Torrent Group Company for implementation of 1,200 MW gas based combined cycle power plant on EPC basis at Dahej SEZ in Bharuch district of Gujarat
  • Cairn Energy India Pty for well pad mechanical works under long term rate contract for Mangala, Bhagyam and Aishwariya field development in RJ-ON-90/I block in Rajasthan
  • Coastal Energen, flagship Company of the Coal & Oil Group for water treatment system on turnkey basis for 2x600 MW Mutiara thermal power project at Tuticorin in Tamil Nadu
  • Pearls Royal Garden, a project division of PACL India for planning, construction and development of township projects at Tuticorin in Tamil Nadu
  • Himagiri Hydro Energy for design, supply, erection, testing and commissioning of hydro mechanical works for 4x75 MW Panan hydro electric project on Tolung Chu river in North Sikkim

 

 

Expressions of Interest (EoIs)

 

 

In April 2010, 70 EoIs related to the Power, Community Services and Roadways sectors were announced. Some major EoIs floated in the month were by

 

 

 
  • Goa State Infrastructure Development Corporation for pre-qualification of architectural firms for development of Goa Bhavan Complex at Vashi, Navi Mumbai.
  • Border Roads Organisation for appointment of engineer for construction of 8.8 km long highway tunnel across Rohtang Pass near Manali in Kullu district of Himachal Pradesh.
  • NTPC for carrying out feasibility study, preparation of the DPR and other studies for wind/solar based power projects.
  • Amravati Municipal Corporation for providing consultancy services for the proposed flyover at Rajapeth Level Crossing in Amravati city of Maharashtra.
  • Gujarat Tourism Project Development Company for development of mega international convention centre and hotel on PPP basis at Vadodara in the state of Gujarat.

 

 

Empanelment of Consultants/Contractors

 

 

During April 2010, 15 notices were published, inviting applications for empanelment of consultants and contractors. Some of the major notices were

 

 
  • Jharkhand State Rural Road Development Agency invited bids for empanelment of consultants for preparation of detailed project report for the construction of rural roads and concrete road bridges over rivers/nallahs to be taken up under the PMGSY in Jharkhand.
  • IDBI Bank invited bids for empanelment of architects for interior furnishing works for its proposed rollout of 300 branches pan India.
  • State Bank of India invited bids for empanelment of architects for various construction & interior furnishing works of administrative offices/branches in Tamil Nadu & Puducherry.
