Slow down in tendering activities continues in July

REC forays into power generation
The Rural Electrification Corporation (REC) took nascent steps towards diversifying from rural electrification to power generation. On 12 July 2008, REC invited EoIs from power developers for the development, construction and operation of thermal power plants and associated coal mines for signing of MoUs. The objective of the MoU would be to identify coal mines and develop thermal power projects. REC wishes to shortlist four or five companies for block specific relationships.
In all, July saw 126 power project tenders being floated, with bulk of these tenders being invited for setting up thermal power projects. In the list was also the announcement of two prominent tenders being floated for setting up hydro projects. Bihar State Hydro Electric Power Corporation invited EoIs for implementing the 450 MW Indrapuri hydroelectric power project on BOOT basis, in Rohtas. The second tender was floated by Uttarakhand Infrastructure Projects Company, a JV between Government of Uttarakhand and IL&FS for the development of 14 small hydro power projects with the power generation capacity ranging from 0.20 MW to 18 MW at various locations in the state, under the PPP framework.

Project tendering activities (in terms of tender cost) in July 2008 though at comparable levels of June 2008, was much lower than similar statistics in April and May 2008. In all, 3949 project related tenders worth Rs.22,496 crore were floated in July 2008, with 3,262 tenders worth Rs.16,281 crore floated by state government agencies, 640 tenders worth Rs.6,210 crore by the Central government agencies and 47 by private companies.
Among the major sectors, Roadways topped the sector-wise list with 1,920 project tenders worth Rs.9,054 crore. Community Services, Irrigation and Waters Supply followed the sector-wise list with 450 tenders worth Rs.3,660 crore, 292 tenders worth Rs.1,639 crore and 275 tenders worth Rs.1,753 crore, respectively.
Information Technology & Communications Department of Andhra Pradesh invited proposals for conducting techno-economic feasibility study for the proposed Information technology Investment Regions (ITIRs) in Andhra Pradesh. The Centre for Development of Advanced Computing, a scientific society of Government of India, invited bids from contractors for the construction of C-DAC innovation park building at Pashan in Pune, Maharashtra.
National Highways Authority of India floated 14 project tenders worth Rs. 2,312 crore during July 2008. Among the various tenders, the most notable was for the development of the Bijapur-Hungund section of NH-13 from KM 102 to KM 202 on BOT (Toll) basis, under NHDP-III in Karnataka.

After the successful completion of the Bandra skywalk in Mumbai, MMRDA & MSRDC have decided to build 22 skywalks at various railways stations in the city. In July, while MMRDA invited 16 tenders, MSRDC invited six tenders for execution of skywalk building jobs.
Among the states, Tamil Nadu topped the state list with 994 project related tenders worth Rs.2,328 crore. Maharashtra, Andhra Pradesh and Madhya Pradesh followed with 709 tenders worth Rs.2,958 crore, 351 tenders worth Rs.3,350 crore and 226 tenders worth Rs.3,906 crore, respectively.
Private Sector
In the private sector, 47 tenders were floated during July 2008. They were mainly in the Power and Aluminium sectors. Some major tenders floated in the month were:

Era Infra Engineering, the flagship company of Era Group invited global RfQs for the supply of boiler, turbine generator and control & instrumentation packages on EPC basis, for the 2x600 MW coal based sub-critical thermal power plant in Umaria district of Madhya Pradesh.

Essar Power Transmission Company invited global bids for the EPC of 400/220 kV substation at Hazira for associated transmission system of 2x600 MW Mahan thermal power project.

Hyderabad based Himagiri Hydro Energy Private invited bids for turnkey execution of 280 MW Panan hydro electric project in Sikkim.

Expressions of Interest (EoIs)
In July 2008, 77 Expression of Interests (EoIs) mostly related to the Power, Railways, Hotels and Aluminium sectors were announced. Some major EoIs floated in the month were:

Warangal Municipal Corporation’s EoIs for development of mega shopping mall and a business class budget hotel on BOT basis under PPP mode, at Warangal in Andhra Pradesh.

Karnataka State Industrial Investment & Development Corporation invited global EoIs for the design, build, operate, maintain and transfer of high speed rail link to Bangalore International Airport, on BOT basis, in Bangalore.

Central Public Works Department (CPWD) invited EoIs for construction of three major bridges for development of state highways in Bihar, under RSVY.
