January 2010 saw 170 less project tenders as against 2,997 tenders worth Rs 25,677 crore floated in December 2009. In all, 2,827 project tenders worth Rs 21,508 crore were floated in the month. Out of this, 2,108 tenders worth Rs 16,311 crore were by the State Government agencies, 686 tenders worth Rs 5,159 crore were by the Central Government agencies and the balance 33 tenders were by Private Companies.

Among the tenders floated in January, the most notable one was by Uttar Pradesh Expressways Industrial Development Authority (UPEIDA), a Government of Uttar Pradesh enterprise. On 26 January 2010, UPEIDA invited global RfQs for the development of eight-lane accessed control expressway on the right bank of Upper Ganga Among the tenders floated in January, the most notable one was by Uttar Pradesh Expressways Industrial Development Authority (UPEIDA), a Government of Uttar Pradesh enterprise.

 

On 26 January 2010, UPEIDA invited global RfQs for the development of eight-lane accessed control expressway on the right bank of Upper Ganga Canal (UGC) from Sanauta Bridge in Greater Noida to Uttar Pradesh-Uttarakhand border and Link Expressways on DBFOT pattern under PPP mode in Uttar Pradesh. The total construction cost of the expressways and links has been estimated at Rs 4,940 crore.

 

Another notable project tender of the month was floated by Karnataka State Industrial Investment & Development Corporation (KSIIDC). On 31 January 2010, KSIIDC invited bids for the selection of technical consultants for preparation of feasibility report for development of port at Tadri in Uttara Kannada district of Karnataka.

 

The Roadways topped the sector-wise list with 1,074 project tenders worth Rs 13,736 crore. Community Services, Irrigation and Railways followed the list with 444 tenders worth Rs 1,304 crore, 295 tenders worth Rs 2,803 crore and 225 tenders worth Rs 1,034 crore, respectively. The Tourism & Recreation sector saw 30 project tenders floated during January.

 

The most notable tender in this sector was invited by Punjab Infrastructure Development Board (PIDB). On 20 January 2010, PIDB invited bids for the development of international cricket stadium on Dabwali Road (NH-64) in Bhatinda under PPP in the state of Punjab. Another notable tender in the same sector was floated by Tourism Department, Government of Sikkim. On 28 January 2010, the department invited bids for tourism related infrastructure projects to be taken up under PPP mode in Sikkim.

 

In the Roadways sector, NHAI floated 16 project tenders worth Rs 2,374 crore during the month. Of which, major ones were

 

 

 
  • Four-laning of Rajmarg Crossing-Bareli section of NH-12 in Madhya Pradesh, NHDP-III.
  • Two-laning of Jabalpur-Mandla-Chilpi section of NH-12 A in Madhya Pradesh, NHDP-IV.
  • Four/Six-laning of Solapur-Maharashtra / Karnataka border section of NH-13 in Maharashtra.

Another notable project tender in the Roadways sector was floated by Bihar State Road Development Corporation, a government of Bihar undertaking, for the construction of major road bridge across river Ganges connecting NH-31 near Bakhtiyarpur and Tajpur on NH-28 (5.5 km bridge length and 42 km length of approach road) to be executed on BOT basis in Bihar.

 

Maharashtra topped the state-wise list with 462 tenders worth Rs 2,584 crore. Karnataka, Uttar Pradesh and Tamil Nadu followed with 388 tenders worth Rs 745 crore, 247 tenders worth Rs 5,484 crore and 240 tenders worth Rs 1,252 crore, respectively.

 

Private Sector

 

In the private sector, 33 project tenders were floated during January 2010, mainly in the Power, Community Services and Petroleum Oil & Gas sectors. Some of the major tenders were invited by

 

 
  • Vedanta Medical Research Foundation - for construction of housing complex and various allied facilities for Vedanta Cancer Hospital & Research Centre at Sector-36, Naya Raipur in Chhattisgarh.
  • Cairn Energy India Pty - for facility management and maintenance contract for base locations in RJ-ON-90/I Contract Area in the state of Rajasthan.
  • BMM Ispat - for steam turbine generator and auxiliaries, steam generator (boiler) and auxiliaries and balance of plant (BOP) packages on EPC basis for 2x70 MW power project at village Danapur in Hospet taluka of Bellary district in Karnataka.
  • Indiabulls Power, a part of Indiabulls Group, for execution of BTG civil and structural works for 5x270 MW Amravati thermal power project in Amravati district of Maharashtra.
  • Tata Institute of Fundamental Research - for consultancy services for construction of academic, program-cum-residential campus of the international centre for theoretical sciences of the Tata Institute of Fundamental Research at Survey No 151, Shivakote village, Hessarghatta Hobli in North Bangalore.

 

Expressions of Interest (EoIs)

 

In January 2010, 75 EoIs related to Coal, Community Services and Roadways sectors were announced. Some major EoIs floated in the month were by

 

 
  • Steel Authority of India - for selection of JV partner for the development of product-specific SEZ for steel based products at Salem in Tamil Nadu.
  • Government of Himachal Pradesh - for the development of Biotechnology Park on PPP mode at Aduwal near Nalagarh in Solan district of Himachal Pradesh.
  • Karnataka State Electronics Development Corporation - for the mixed-use development of IT Parks along with 3-Star hotel/convention centre/service apartment/residential space in Mysore and Mangalore through PPP in the state of Karnataka.
  • Indian Institute of Technology, Kharagpur - for design and development of new fully furnished environmental friendly WIFI-5 VGSOM Campus, at IIT Kharagpur, on BOT basis in the state of West Bengal.
  • Central Mine Planning & Design Institute, subsidiary of Coal India, for identification of suitable collaborator (s) for Coal Mine Methane (CMM) development in five identified CMM blocks of BCCL and CCL.

 

Empanelment of Consultants/Contractors

 

In January 2010, eight notices were published, inviting applications for empanelment of consultants and contractors. Some of the major notices issued in the month were

 
  • United India Assurance Company invited bids for empanelment of architects/consultants and contractors for works in company-owned and leased premises.
  • Hindustan Prefab, a Government of India Enterprise invited bids for enlistment of contractors for construction of various upcoming projects in mass housing, institutional buildings and social infrastructure projects.
  • Reserve Bank of India invited bids for empanelment of developers for development of its property located adjacent to Sahara Nagar at Vipul Khand, Gomati Nagar in Lucknow.
