Tender activities gather momentum
The second half of May saw tendering activities gathering momentum. Project tendering was on the decline since April following the announcement of the General Elections and the Model code of conduct.

Lifting of the model code of conduct from 16 May 2009, saw companies resuming their tendering activities with full swing. In all, 3,021 projects tenders worth Rs 13,869 crore were floated in May 2009. Compared with April figures it indicated a 90 per cent increase in projects tenders.
State government agencies outnumbered the central government units in tender floatations. Of the total projects tenders floated in May 2009, 1,790 project tenders worth Rs 6,667 crore were by the State government agencies, 1,188 project tenders worth Rs 7,191 crore were by the Central government agencies and balance 43 were by private sector companies.
The two notable tenders floated in May were in the Transport Infrastructure sector. On 29 May 2009, NHAI invited global RfQs for the development of Nellore- Chilakaluripet section from KM 1182.802 to KM 1366.547 of NH-5 in Andhra Pradesh on BOT basis. The cost of the project is estimated at Rs 1,465 crore. And on 20 May 2009, MMRDA invited global RfQs for development of inter-state bus terminal and iconic building at Wadala on DBOOT basis under PPP format in Mumbai. MMRDA also invited bids on the same day for providing consultancy services for bid preparation, assistance and owners consultancy for development of inter-state bus terminal and iconic building.

Among the major sectors, Roadways topped the sector-wise list with 1,062 project tenders worth Rs 6,868 crore. Railways, Community services and Water Supply followed the list with 471 tenders worth Rs 1,576 crore, 415 tenders worth Rs 1,240 crore and 268 tenders worth Rs 1,403 crore, respectively.
The Hospitals sector saw 33 project tenders worth Rs 756 crore during May 2009. On 17 May 2009, National Buildings Construction Corporation (NBCC), a Government of India Enterprise, invited bids for the construction of ESI Medical College comprising hospital building, medical and nursing college, hostels and residential complex including allied services at Mandi in the state of Himachal Pradesh. The cost of the project is estimated at Rs 600 crore. Another notable tender in the same sector was floated by HSCC (India), a Government of India Enterprise. On 27 May 2009, HSCC (India) invited bids for the construction of All-India Institute of Ayurveda at Sarita Vihar in New Delhi.
Among the states, Maharashtra topped the statewise list with 472 project tenders worth Rs 1,571 crore. Uttar Pradesh, Orissa and Tamil Nadu followed the list with 348 tenders worth Rs 982 crore, 265 tenders worth Rs 634 crore and 239 tenders worth Rs 727 crore, respectively.
Private Sector
No significant change in the trends in tender floatation was observed in Private sector project tendering in May 2009. In all, 43 project tenders were floated. Most of which were in the Power, Aluminium and petroleum oil & gas sectors. Some of the major tenders:

Meenakshi Energy Private, part of Hyderabad-based Meenakshi Group, for steam generators and/or steam turbine generators for expansion of coastal thermal power project by additional 600 MW on EPC basis at Thamminapatnam near Krishnapatnam Port in Nellore district of Andhra Pradesh.

Sharan Powers Private, a subsidiary of Auro Mira Energy Company, for implementation of 9 MW Yadgiri small hydroelectric project near Yadgiri town in Gulbarga district of Karnataka.

Cairn Energy India Pty for provision of drilling rig and services for drilling, testing and completion of exploratory wells in KG-ONN-2003/1 in Andhra Pradesh.

Hindustan Zinc, a Sterlite Group Company, for installation of dewatering system on EPC basis at zinc beneficiation plant, Rampura Agucha in Bhilwara district of Rajasthan.

Jaiprakash Power Ventures, a Jaypee Group Company, for fabrication and erection works for 2x250 MW coal based thermal power project at Bina in Sagar district of Madhya Pradesh.

Punjab State Electricity Board, a Government of Punjab undertaking, for selection of developer for establishment of 55.5 MW Shahpur Kandi extension hydroelectric power project on BOOT basis in Gurdaspur district of Punjab.

Karnataka State Electronics Development Corporation, a Government of Karnataka undertaking, for establishment of IT Parks in Mysore, Mangalore and Shimoga on PPP basis in the state of Karnataka.

During May 2009, 10 notices were published, inviting applications for empanelment of consultants and contractors. Some of the major notices:

Employees State Insurance Corporation invited bids for empanelment of architectural, engineering and project management consultants for construction of its medical colleges, hospitals, dispensaries, offices and housing facilities in different parts of the country.
