The Union environment ministry has clarified that forest clearances obtained by previous mining lessees in Goa can be transferred to new lessees. This comes after the state government sought guidance on the transfer of stage-II forest approvals for mining leases that were cancelled by the Supreme Court and later auctioned to new bidders.
The ministry, following recommendations from its advisory committee and approval by the competent authority, confirmed that the new lessee can lawfully continue mining operations on previously approved land for up to two years from the lease commencement date. Goa Chief Minister Pramod Sawant welcomed the decision, stating it would ease business operations, expedite mining resumption, and boost state revenue and employment.
Meanwhile, a survey by the Directorate of Mines and Geology revealed 154 mining leases, mostly in South Goa, lie within eco-sensitive zones where mining remains prohibited.
The Centre’s clarification provides legal certainty and supports economic activity within environmental regulations.
