The Mumbai Port Authority has signed an agreement with NBCC (India) to plan, design and implement a Central Government Office Complex at Cotton Green in Mumbai.
Executed on 23 December, 2025, the agreement marks a significant step in MbPA’s strategy to redevelop prime port land into high-value institutional infrastructure. The project is aimed at strengthening governance, improving land utilisation and supporting Mumbai’s broader urban regeneration efforts. Under the agreement, NBCC will act as the project implementation agency on a turnkey basis, handling everything from master planning and design to construction, supervision and statutory coordination. The complex will be developed in line with government standards to ensure transparency, quality and cost efficiency.
The CGO Complex is envisioned as a modern, secure and sustainable campus that will house multiple Central government offices in one location. Its strategic location near Cotton Green, with strong rail and road connectivity, is expected to improve administrative efficiency and encourage planned development along the eastern waterfront. MbPA officials said the partnership reflects “confidence in NBCC’s proven track record” in delivering complex institutional projects.
