Power Finance Corporation is likely to
invite EoIs for one each pithead coal and coastal power projects on 31 January
2006 and for the remaining three projects, by 28 February 2006.
For the proposed projects, PFC will
appoint separate consultants by 30 January 2006, for the preparation of detailed
project report, for carrying out environment impact assessment study and for
rating of these projects. The company is expected to register the five companies
with the Registrar of Companies by February-end 2006, and invite bids within two
months.
It is decided that by 15 March 2006
for each of the shell companies for these five projects one consultant each will
be appointed for conducting evaluation of bids.
The projects will be ready for
transfer to potential investors by December 2006. The projects will be
transferred to private players through a bidding process based on the least
first year tariff quoted.
The power ministry and Central
Electricity Authority have already indicated that the power from these projects
will be available at the per unit ranging between Rs.1.60 and Rs.2. The coal
ministry responded positively to the two projects, fuel linkages would have to
be finalised by the private companies that eventually get these projects.
