The Bangalore Development Authority (BDA) — the authority preparing to develop a new residential layout in the outskirts of the city — has estimated the cost of providing basic infrastructure to Dr Shivaram Karanth Layout to be around Rs 4,500 crore.
The layout of 3,546 acre may comprise around 30,000 sites of various dimensions. The project is being monitored by a committee formed by the Supreme Court for its timely completion. Earlier this week, BDA approved the project cost in a board meeting.
The authority plans to mobilise the revenue through its internal resources over the next three to four years.
The fund for basic infrastructure will be contributing towards construction of roads, drains and electricity lines. BDA has not included the cost of acquiring land in its estimation as it hopes to compensate those losing land by giving them developed sites.
Every landowner who parts with an acre will be given eight sites of 30x40 sq ft each. The landowner is likely to benefit as the cost of developed sites is expected to be several times higher than the original land’s price without any basic amenities.
Since the Supreme Court has ordered that the land losers be given developed sites on a priority basis, BDA may have to mobilise funds for undertaking initial developmental works on its own.
This is the first time that BDA is seriously planning to build the layout, which was first announced in 2007. The layout is going to be formed across 17 villages located between Hesaraghatta and Doddaballapura. Of the 3,546 acre of land that was originally identified, buildings have come up on about 1,027 acre of land. The rest of the land will be available for the formation of layouts.
