The Hindustan Petroleum Corporation (HPCL)-Mittal Energy (HMEL) is setting up Guru Gobind Singh Polymer addition project at their petrochemical complex Bhatinda Refinery in Punjab. HMEL is a joint venture (JV) between the state-owned HPCL and Mittal Energy Investment.
Talking to Projects Today, the project-in-charge informed that work on the project was underway and HMEL was planning to build the petrochemical plant before the scheduled completion date in 2021. Land for the unit was acquired in 2017 and in the same year CB&I bagged a contract for providing the basic engineering to the 1,200 ktpa ethylene plant.
In 2017, the Ministry of Environment and Forest (MoEF) granted environment clearance for the project. Engineers India is the environmental impact assessment (EIA) consultant and has invited bids for mounded bullet works for Guru Gobind Singh polymer addition project in 2018.
The new dual-feed ethylene plant will include steam cracker, refinery off-gas treatment unit, C4 hydrogenation unit, pyrolysis gasoline hydrogenation unit, and benzene extraction unit. Also, High Density Polyethylene Unit of 450 ktpa among others.
The petrochemical complex is being built at a cost of Rs 19,635 crore and was expected to provide direct employment to 600 people.
