The proposed Rs 11.2 GW Siang Upper Multipurpose Project in Arunachal Pradesh faces delays, despite being deemed strategically vital. NHPC, tasked with the project by the Ministry of Jal Shakti in April 2022, is accelerating efforts to finalise a site amidst protests by villagers facing displacement.
An NHPC official stated, “Vital investigation required for firming up the final site… is held up due to local issues.” Though preliminary work, including drilling near Beging in Siang district, began on 20 May, local resistance has stalled progress. The project, considered India’s counter to China’s approved 60 GW hydrostation in Medog County, aims to act as a buffer by regulating river flow and protecting downstream areas.
Other identified sites include Ugeng and Dite Dime. The final detailed project report (DPR) depends on completing the pre-feasibility report (PFR), both funded by the Jal Shakti Ministry.
Chief Minister Pema Khandu addressed the concerns, saying, “Where hydropower is concerned, we will do what the people say… but this project is also a defence mechanism.” Experts emphasize the project’s role in ensuring water security, grid stability, and regional ecological balance.
