The Ministry of New & Renewable Energy (MNRE) has announced that the use of solar PV cells listed in the Approved List of Models and Manufacturers (ALMM) will become mandatory one month after the list’s publication.
The ALMM mechanism, introduced in 2019 for solar modules, ensures only government-approved models and manufacturers are used in renewable energy projects. An amendment to the ALMM order of 09 December, 2024 for solar PV cells was issued on 28 July, 2025 to provide further clarity and streamline procedures for projects tendered by government agencies, including those under Section 63 of the Electricity Act, 2003. With the latest amendment, solar PV cells are now included in the ALMM.
The Ministry clarified that the new requirement for solar PV cells applies to all government-backed projects commissioned from 01 June, 2026, as previously notified. By giving developers a one-month buffer post-list publication, the government aims to streamline tender processes and provide clarity to bidders. This transition period is expected to boost solar cell manufacturing, aligning its scale with the country’s growing module production capacity.
Currently, India has 91 GW of solar PV module and 27 GW of solar PV cell manufacturing capacity. The ministry believes the step will accelerate domestic production and ease compliance challenges for renewable power developers.
