The Andhra Pradesh government has allocated 6,000 acres near Ramayyapatnam Port in Nellore district to Bharat Petroleum Corporation (BPCL) for establishing a Rs one lakh crore greenfield refinery and petrochemical complex.
The project, with a planned capacity of nine to 12 MMTPA, aims for commercial operations by January 2029. To support this ultra-mega investment, the state will provide substantial incentives, including a 75 percent capital expenditure subsidy spread over 20 years, 100 percent GST refunds during operations, SGST and IGST/CGST refunds during construction, and waiver of stamp duty and registration fees. BPCL plans phased investments, totalling nearly Rs 97,000 crore by FY30.
The project will generate employment for around 3,400 people during construction and for 3,750 individuals during operations. A high-level committee will oversee the project progress. BPCL is preparing environmental clearances and conducting public hearings as part of compliance requirements.
