Eighteen state governments on 13 April 2010 signed Umbrella State Support
Agreement (SSA) with the Union Ministry of Shipping, Road Transport and
Highways. The SSA was countersigned by the NHAI.
The states that signed the pact include Andhra Pradesh, Arunachal Pradesh,
Assam, Chhattisgarh, Punjab, Haryana, Himachal Pradesh, Jharkhand, Maharashtra,
Madhya Pradesh, Manipur, Meghalaya, Nagaland, Rajasthan, Tripura, Uttarakhand,
West Bengal and Chandigarh.
The signing of SSAs is likely to expedite road projects under the NHDP
through PPP mode. Karnataka, Kerala, Jammu & Kashmir and Orissa have also
conveyed their willingness to sign the pact soon.
A total of 23 states had given their consensus for the agreement. However,
Uttar Pradesh, Orissa, Gujarat, Bihar and Tamil Nadu have refrained from signing
the SSA.
The Umbrella SSA is a single agreement that entitles the state government to
support and facilitate the Union Government in land acquisition, law and order
and security in every highway project across the state.
