The Ministry of New and Renewable Energy (MNRE) has issued revised guidelines under Phase-I of the National Bioenergy Programme, applicable from FY22 to FY26, aimed at promoting clean energy, ease of doing business, and accelerating biomass technology adoption across India.
The updated framework significantly simplifies administrative processes, especially benefiting MSMEs. A notable feature is the introduction of IoT-based monitoring systems or quarterly data submissions in place of costly SCADA systems, offering a more economical and efficient compliance option. The guidelines also eliminate the requirement for multiple clearance-related documents for briquette and pellet plant developers, streamlining project initiation.
Additionally, the earlier mandate for a two-year sale contract has been replaced with a general sale agreement. The Central Financial Assistance (CFA) disbursement has been revised to a performance-based model, where projects operating above 80 percent efficiency qualify for full financial support, while lower-performing units receive assistance on a pro-rata basis. These changes are expected to enhance biomass usage, improve stubble management, and contribute to India’s net-zero emissions target by 2070.
