The Maharashtra government on 23 July, 2025 released a resolution for Housing Policy 2025, targeting an investment of Rs 70,000 crore and aiming to construct 50 lakh houses over the next decade.

The policy outlines a roadmap to create a slum-free state, with an immediate goal of building 35 lakh homes in five years and expanding the MahaAwas Fund to Rs 20,000 crore. Focusing on affordable housing for EWS, LIG, MIG, and vulnerable groups such as senior citizens, students, working women, migrant workers, and industrial workers, it promotes inclusive urban development.

Specifically, the policy encourages public-private partnerships, redevelopment of old buildings, and housing near major infrastructure corridors like the Samruddhi Highway and DMIC. Key incentives include single-window clearance, one percent GST, FSI up to 2.5, 10 percent commercial FSI usage, stamp duty waivers, and tax breaks for student housing.

The policy also introduces a Walk to Work model, reserving 10–30 percent land in MIDC areas for worker housing. The policy promotes green building practices for sustainable development and introduces the Dharavi model (20:80 SPV structure) for slum rehabilitation on public land, ensuring SRA holds 20 percent equity in SPVs with voting rights.
