Tamil Nadu has planned power procurement contracts for 6,486 MW from thermal capacity up to FY 2029–30, with an additional 7,000 MW to be tied up by FY 2034–35, according to the Union Ministry of Power, citing the Central Electricity Authority’s Resource Adequacy Plan.

The 6,486 MW includes projects by Tamil Nadu Power Generation Corporation (TNGCPL) such as the North Chennai Thermal Power Plant Stage III (800 MW), Udangudi Thermal Power Project Stage-I (2×660 MW), and Ennore SEZ Supercritical Thermal Project (2×660 MW). However, under-construction projects like Ennore Expansion TPS (660 MW) and Uppur STPP Units 1 & 2 (2×800 MW) are excluded.

The Power Ministry has urged the Standing Linkage Committee to allocate long-term coal linkage under the SHAKTI Policy, 2025, to the Ennore TPS Expansion to support tariff-based bidding. Tamil Nadu Power Distribution Corporation (TNPDCL) is currently sourcing 15,043 MW from conventional sources. TNERC estimates a median power deficit of 4,858 MW in FY 2026–27 and 6,997 MW by FY 2029–30. TNPDCL has been allowed to float a medium-term tender for 800 MW for five years starting February 2026 under the finance, own, operate model.
