The Indian army is planning to operationalise the government-owned, contractor-operated (GOCO) system for the procurement and maintenance of equipment.
The system will create investment opportunities of Rs 8,000-9,000 crore for private entities.
The new procurement manual may emphasise on quality and import substitution, and requirement for L1 or lowest tender cost may change. The manual will focus on the scale and continuity of orders.
This was in line with the second edition of the seminar OFB-Industry Partnership for Vendor Development and Outsourcing by OFs, organised by the Ordnance Factory Board (OFB) in association with the Confederation of Indian Industry (CII) held at New Delhi on 13 and 14 November 2017.
