The Goa Waste Management Corporation (GWMC) has approached the state government for approval to float a fresh tender for the long-delayed solid waste management plant at Bainguinim.
This will be the fourth attempt to initiate the Rs 200 crore project, planned under a public-private partnership (PPP) model. The proposed plant, with a capacity of 250 tonne per day (TPD), is to be developed on a design-build-finance-operate-transfer (DBFOT) basis. The selected concessionaire will construct the infrastructure and operate and maintain the facility for 10 years.
The plant will include systems for segregation, recycling, bio-methanation, and composting. Once the proposal is approved, GWMC will initiate the two-stage bidding process. The first stage involves a request for qualification (RFQ) to shortlist eligible bidders.
The second stage will involve issuing a request for proposal (RFP) to the shortlisted firms for financial bidding. The Corporation of the City of Panaji (CCP) acquired the Bainguinim site in 2008, and it was transferred to GWMC in 2017. The most recent tender was called in 2021, when all three bidders were disqualified. Recently, Union Minister Shripad Naik urged reconsideration of the plant's location due to public sentiment.
