Nobumitsu Hayashi, Governor of the Japan Bank for International Cooperation (JBIC), led a delegation to the National Industrial Corridor Development Corporation (NICDC) flagship industrial park, Dholera Special Investment Region (Dholera SIR) on 21 November, 2025.
The visit highlighted Dholera’s advanced planning, infrastructure readiness, and its pivotal role in India’s semiconductor sector. Governor Hayashi commended the city’s integrated systems and future-ready infrastructure, emphasising its potential as a major hub for semiconductor investments. He also visited the Tata Electronics Semiconductor Fabrication Facility, set to begin production in 2027 with an investment of Rs 910 billion.
At the Tata Electronics Semiconductor Facility in Dholera SIR, the delegation reviewed the 163-acre plant, being developed with a Rs 91,000 crore investment in partnership with Taiwan’s PSMC. Set to begin production in 2027, it will be India’s first commercial semiconductor plant, producing 50,000 wafers per month and creating over 20,000 highskilled work opportunities.
The Toyota Group remains a key player, investing across several NICDC nodes, spanning more than 116 acres with a total investment exceeding Rs 1,700 crore. The latest addition to this growth is NX Logistics India, which has expanded from its 12.86-acre facility in Shendra (AURIC) to a new site in Dholera, bringing its total investment to Rs 86 crore and generating 400 new work roles. Other Japanese firms, including Nippon Express, Nagata, Sango, and Fuji Silvertech, are also ramping up their operations in logistics, component manufacturing, and industrial infrastructure development.
