The Lok Sabha on 12 August, 2025 passed the Mines and Minerals (Development and Regulation) Amendment Bill 2025.
Passed through a voice vote despite disruptions, the bill significantly broadens the functions and territorial reach of the National Mineral Exploration Trust (NMET). Under the amendments, the trust will now be empowered to utilise its funds not only within India’s mainland but also in offshore zones and international territories for the exploration and development of minerals.
Reflecting this expanded role, the trust will be renamed as the National Mineral Exploration and Development Trust (NMEDT). Another key provision increases the contribution lessees must pay into the trust from the current two percent of royalty to three percent. The government maintains that these changes will boost mineral exploration efforts and attract greater investment in the sector.
