Two slum clusters in the Kashimira region, Janta Nagar and Kranti Nagar of the Mira Bhayandar Municipal Corporation (MBMC) are facing delays in implementation.
The MBMC had made a move to improve the living conditions of the urban poor in 2009, following which these clusters were selected for implementing a pilot project under the JNNURM’s Basic Services to Urban Poor (BSUP) scheme.
The Central government gave its nod for constructing 4,136 housing units, with a carpet area of 279 sq ft per unit and the total cost of the project was estimated at Rs 292 crore. With two out of the four components in the rehabilitation project still in the initial stages, the project cost has already shot up by Rs 75 crore.
The project cost is being shared by the Centre (50%), the State (30%), the MBMC (9%) and the beneficiaries (11%). However, the cost escalation caused by unprecedented delay in the completion of projects has to be borne by the executing authority, the MBMC.
Tenders were awarded by the PWD wing to four different companies, in March 2010.
