After multiple revisions over the past three years, the Ghaziabad Development Authority (GDA) board has approved the unified Master Plan 2031.

This plan facilitates the implementation of the transit-oriented development (TOD) policy, aiming to regulate and promote urban growth around rapid rail, metro, and expressway corridors. Covering a developed area of 33,543.1 hectares across Ghaziabad, Modinagar, and Loni, the plan will come into effect after a state government gazette notification expected within a month.

The Master Plan outlines TOD zones along a 1.5 km rapid rail stretch (4,261.43 hectares) and 500 mtrs. along the Red and Blue Line Metro corridors (616.61 hectares), while a special development area (909.82 hectares) will be developed near the Duhai rapid rail depot. Additionally, the GDA approved a revised layout for the Madhuban Bapudham housing scheme, reallotting 373 plots on crematorium land.

Key approvals include the PAHAL portal for streamlined housing services, a land-use change for industrial development under the PLEDGE scheme, and a Rs 2,384-crore budget for acquiring 336 hectares across five villages for the Harnandipuram township.
