Punjab State Electricity Board (PSEB) has appointed the Mumbai-headquartered
information and communication technology firm, Spanco, as the information
technology (IT) implementation agency (System Integrator) for implementation of
IT infrastructure in the state under Part-A of the centre's Restructured
Accelerated Power Development and Reform Programme (R-APDRP). PSEB has issued a
LoI to the company, stipulating that the Rs 284 crore contract should be
executed over a period of 14 months, followed by maintenance for five years.
Under Part A of the R-APDRP programme, projects are to be undertaken to
establish baseline data and IT applications for energy accounting, auditing and
setting up of IT-based consumer service centers, with an aim to reduce AT&C loss
and to improve consumer service. The preparation of baseline data includes GIS
mapping, metering of distribution transformers and feeders and their automatic
data logging. It would also include asset mapping of the entire distribution
network at and below the 11 kV transformers and adoption of IT applications for
meter reading, billing and collection, among other things.
