The bidder selection for the interstate ISTS-TBCB scheme 'North Eastern Region Growth Scheme-III Siang Basin' has officially commenced, with PFC Consulting (PFCCL) appointed as the bid process coordinator.
The last date for submission of responses to the request for proposal (RfP) is 16 December, 2025, with technical and financial bids opening the same day. Valued at Rs. 1,804 crore, the scheme aims to develop evacuation infrastructure for two major hydropower projects in Arunachal Pradesh’s Shi-Yomi district —Heo (240 MW) and Tato-I (186 MW)—targeted for commissioning by February 2029.
The project includes building a 400/220kV GIS substation at Kaying and a 400kV switching station at Niglok, linked by a 400kV double-circuit line. MNEC Consultants serves as the technical consultant. The scheme supports hydropower potential of around 5,600 MW in the Siang sub-basin, part of the larger Brahmaputra Basin plan for 2035.
