The process to set up a second hydroelectric station under the Idukki project is progressing, Power Minister K Krishnankutty informed the State Assembly.
Kerala State Electricity Board (KSEB) has tasked WAPCOS, under the Ministry of Water Resources, with preparing the detailed project report (DPR) and securing mandatory approvals. Of the 14 clearances needed, only two have been obtained so far. The proposed 800 MW Idukki extension is expected to generate 1,170 million units annually.
However, hurdles remain, as Central guidelines and a 2015 NGT ruling require year-round environmental flow (eflow) in rivers. KSEB argued, “Maintaining this e-flow from Idukki Dam to Periyar isn’t feasible.” The state and centre are seeking exemption from the Environment Ministry.
Further, the Central Electricity Authority and Central Water Commission have directed WAPCOS to conduct additional studies, including impact assessments on nearby old structures, tunnel construction in Thodupuzha River, subsurface strength tests, and seismic intensity checks. These studies are underway, the minister confirmed.
