Prime Minister Narendra Modi inaugurated Kartavya Bhavan-03 at Kartavya Path in Delhi on 06 August, 2025, the first building completed under the Common Central Secretariat (CCS) project, part of the Central Vista redevelopment plan.
This facility will now house key ministries including Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas, and the Principal Scientific Adviser’s office. PM Modi was accompanied by Housing and Urban Affairs Minister Manohar Lal Khattar and Secretary Katikithala Srinivas, who briefed him on the building’s features. The newly constructed Bhavan replaces ageing buildings like Shastri Bhawan and Udyog Bhawan, which are said to be “structurally outdated and inefficient.”
The HUA Ministry plans to complete ten CCS buildings in phases, with CCS-1 and CCS-2 expected by next month and CCS-10 by April 2026. The building spans a plinth area of 1.5 lakh sq. mtrs.. with a 40,000 sq. mtrs.. basement and 600-car parking. Amenities include 24 large conference rooms, 67 meeting rooms, a yoga room, medical and creche facilities. The new building will showcase modern, secure, IT-enabled governance infrastructure with centralised monitoring and ID-based access. It will also prioritise sustainability with GRIHA-4 features like solar energy, rainwater harvesting, zero-discharge waste systems, and recycled materials.
The larger redevelopment plan includes a new PMO, Cabinet Secretariat, and Vice-President Enclave. Temporary relocation of offices is underway for uninterrupted construction progress.
