The Union Cabinet, led by Prime Minister Narendra Modi, has approved the establishment of a brownfield ammonia-urea plant in Namrup, Assam, with an investment of Rs 10,601.40 crore. A dedicated Inter-Ministerial Committee (IMC) will oversee the setup of the Namrup-IV Fertilizer Plant.

The facility will have an annual production capacity of 12.7 lakh tonne and will be constructed within the Brahmaputra Valley Fertilizer Corporation Limited (BVFCL) premises. The project is expected to be completed in 48 months. Proposed in the Union Budget 2025 by Finance Minister Nirmala Sitharaman, the project aims to boost domestic urea production and strengthen the agriculture sector. The plant will be developed under the New Investment Policy, 2012, with a 70:30 debt-equity ratio through a joint venture (JV).

Additionally, National Fertilizers (NFL) has been approved for an 18 percent equity stake in the project, with special relaxations under the Department of Public Enterprises (DPE) guidelines. A dedicated Inter-Ministerial Committee (IMC) will oversee the setup of the Namrup-IV Fertilizer Plant. The initiative will enhance urea supply in northeastern states, Bihar, West Bengal, eastern Uttar Pradesh, and Jharkhand, reducing reliance on imports.

The new unit will be more energy-efficient, contributing to India's goal of self-reliance in urea production while generating direct and indirect employment opportunities in the region.
