On 30 January, 2025, the Yamuna Expressway Industrial Development Authority (YEIDA) approved the layout for the first phase of Film City project, spanning 230 acres in Sector-21, led by film producer Boney Kapoor.
The project's foundation is expected to be laid in February, with an estimated completion time of eight years. The first phase, developed by Kapoor’s Bayview Projects in partnership with Bhutani Infra, was awarded by the Uttar Pradesh government in June 2024. The master plan, which has been validated by YEIDA's planning department, divides the area into film production zones, commercial spaces, and green zones.
Approx. 155 acres are allocated for film production facilities, including studios, sound stages, and post-production units, spread across four campuses. A commercial hub covering 75 acres will feature retail spaces, office buildings, and entertainment complexes. Additionally, 23 acres are reserved for green zones integrated with industrial and commercial usage. The estimated cost for the first phase of development is Rs 1,510 crore.
A key component of the project is a film institute aimed at providing technical training in filmmaking, acting, music, and cinematography, along with advanced equipment and skilled human resources for the industry. The approved layout will remain valid for a maximum of five years.
