The Greater Chennai Corporation (GCC) has approved the appointment of Infra En (India) as an independent consultant to oversee two critical civic projects — privatised solid waste management in Zones 5 and 6, and the waste-to-energy (WtE) and bio-CNG plant at Kodungaiyur.
The consultancy engagement, valued at Rs 18.1 crore, will span five years for solid waste management and three years for the WtE project. Resolutions to this effect were passed during the council meeting on 26 August, 2025. The independent consultant will monitor the functioning and development of the bio-CNG plant and the WtE facility in Kodungaiyur.
The WtE plant, awarded to Delhi MWS Solutions in March for a 25-year contract, has drawn sharp resistance from residents. Preparatory civil works have already begun.
Consultancy costs for the WtE project are pegged at Rs 8.52 crore, while the solid waste project consultancy is Rs 9.59 crore, with half to be borne by the contractor.
