REC Power Development & Consultancy (RECPDCL) has relaunched the bidding process for the interstate TBCB scheme under 'Shongtong Power Transmission'. It is designed to evacuate power from Himachal Pradesh’s Tidong (150 MW) and Shongtong Karcham (450 MW) hydropower projects, both targeted for commissioning by July 2026.
The original process, initiated in June 2023, was annulled in September 2024 despite PGCIL emerging as L1 among three shortlisted bidders. The cancellation stemmed from delays that threatened the July 2026 commissioning timeline. The revised scope includes a 2×315 MVA, 400/220kV GIS pooling station at Jhangi, a 400kV double-circuit line to Wangtoo substation, and integration with the Shongtong Karcham HEP.
To bridge evacuation delays, HPPTCL will implement an interim LILO, partly funded by the scheme’s eventual developer. The incumbent will pay Rs.79.48 crore toward shared infrastructure. Bids close on 06 October, 2025, with a 30-month completion period post-SPV transfer.
